Mooresville Metropolitan Police Department Board of Police Commissioners Ernie Wilson Fred Settle MOORESVILLE POLICE COMMISSION MINUTES These are the Minutes of the regularly scheduled meeting of the Mooresville Police Commission held at the Mooresville Police Department on March 18, 2021. MEMBERS PRESENT: Fred Settle, Ernie Wilson ALSO PRESENT: Chief Kevin Julian, Attorney Charles Braun, PIO Brock Chipman The meeting was called to order at 6:00 PM. Ernie Wilson made a motion to accept the minutes from the January 21St meeting. Fred Settle seconded. No discussion. Motion passed unanimously. Ernie Wilson made a motion to accept the minutes from the February 18th meeting. Fred Settle seconded. No discussion. Motion passed unanimously. There was no old business from the Police Commissioners. Chief Julian advised that he had given Attorney Charles Braun the Bill of Rights and asked about an update. Attorney Braun stated that he had started it but had not completed it. He further explained that with the long session of the General Assembly that there were 10 new bill proposals that involve law enforcement. While he didn't think that a majority of those would be signed into law but there are a couple that are proceeding forward and could potentially change things. He further stated that the proposals could have an impact on the Bill of Rights and he wanted to wait until the next meeting to present to him. Chief Julian advised that he was meeting with the Town of Mooresville attorney regarding changing the reserve ordinance to a SOP. Once that has been completed he will present the SOP to the commission. Chief Julian advised that the three firearm SOP's are still in the works. Chief Julian presented the commission with SOP 9.01 for approval. Ernie Wilson made a motion to approve SOP 9.01. Fred Settle seconded. No discussion. Motion passed unanimously. Chief Julian talked about all of the SOP's and getting them updated in a timely manner concurrent with the new laws that are put in effect every year. Chief Julian stated that he has asked for a quote from Attorney Braun to review all the SOPS, to update them as needed and review them every year. Attorney Braun explained what his normal fee would be.
