Mooresville Planning Commission Meeting Minutes April 8, 2021 <br />Members: Mark Taylor, Josh Brown, David Sadler, Robert Alumbaugh, Beth Copeland, Mike Young, Jeff <br />Dieterlen, Kimberly Schofield <br />Mike Young opened the meeting at 6:03 stating to the crowd that there would be a time limit to speak <br />and introducing David Sadler as the newest member of the Planning Commission. <br />First on the agenda was a continuation from the last meeting, a rezoning request at Hadley Road. Ross <br />Holloway addressed the commission requesting a rezoning for the purpose of developing the property <br />to be named Grand Oaks from a PUD -R granted in 2006 to a R -1-C with the same commitments as the <br />March meeting, with a single additional commitment of developing a buffer on the east and south sides <br />of the property with evergreen trees planted every 100 feet. His client, Shawn Stewart, wishes to <br />develop the property with 196 lots. Mr. Holloway showed slides of home examples, that he stated <br />would be representative of the homes to be built. <br />Mike Young and Jeff Dieterlen spoke to the lack of necessity to rezone from PUD -R. Mark Taylor asked <br />Mr. Holloway why he was requesting a higher density than normally allowed. Mr. Holloway responded <br />that times and demographics have changed, and this development would support community growth. <br />Jeff Dieterlen asked if the Stewart Group would need to come back to the Planning Commission for plat <br />approval. Mr. Holloway responded that yes, they would, and that the Planning Commission could ask <br />for a traffic study and other studies at the time. Mike Young asked if the model homes shown in the <br />slides were the same as the homes to be built. Mr. Holloway replied not necessarily and that it would <br />be extremely difficult to put into words a description of the esthetics of the homes and features to be <br />built. Beth Copeland asked Mr. Holloway if the Stewart Group would be willing to stipulate that the <br />homes to be built would be in substantial compliance with the homes shown on the slides. There was a <br />brief debate about inability to show pictures representative of the homes to be built. Mike Young then <br />asked for public comment. <br />Dawn Mitchell asked if there were anyway that residents of Grandview could stop traffic from passing <br />through their development, as a traffic problem already existed. Mike Young stated that this was a part <br />of the original Grandview platting. Jeff Turley expressed several concerns including the need for quality <br />mid-level homes for appropriate community development. Mike Dellinger of the Morgan County <br />Economic Development Corporation stated that his organization was in favor of the rezoning. He also <br />pointed out that during the pandemic, the supply chain disruption caused the price of building materials <br />to go up dramatically and has caused a price increase. Eileen Mathers, whose property borders the <br />proposed development to the south described situation of trespassing and vandalism from the <br />neighboring development. She asked the commission to reject the vinyl -sided starter home mentality, <br />pointing out that Mooresville has spent millions of dollars of taxpayer money on upgrading the gateways <br />and road improvement. Ashley Wright expressed her concern on the number of homes on the market <br />and expressed her support of the rezone. Shawn Stewart addressed the Planning Commission stating <br />his desire to develop quality homes for the Town of Mooresville. Josh Brown asked Ross Holloway and <br />Shawn Stewart about a development of the Stewart Group in Plainfield, compared to this development. <br />Mr. Stewart stated that 20 Plainfield homes were built that now sell above the price of this <br />development. Josh Brown asked how many floor plans would be available, and Mr. Holloway replied 5 <br />
