June 1, 2021 <br />The Mooresville Town Council met in regular session on Tuesday, lune 1 at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, Councilman <br />Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Town attorney Cho-il Lee was <br />present. <br />Council President Warthen gave the prayer. <br />A motion was made by Councilman Stanley to approve the minutes of the May 18 meeting and <br />seconded by Councilman Swinney. Motion Carried 5-0 <br />Unfinished Business — <br />Sewer Pipe Lining Bids. Dave Moore described the sections of pipe that need to be lined to <br />maintain the integrity of the wastewater system. Council president Warthen then opened the bids. <br />Insight Pipe Contracting LLC <br />$186,050.00 <br />Miller Pipeline <br />$147,400.00 <br />Insituform Technologies <br />$189,500.00 <br />Granite Inliner <br />$179,000.00 <br />Councilman Stanley made a motion to take these bids under advisement and Dave Moore to report back <br />at the next meeting. Councilman Swinney seconded. Motion carried 5-0 <br />Council President Warthen brought up the possibility of revisiting the waiving of late fees instituted in <br />April 2020 due to Covid. Clerk -Treasurer Dianna Wamsley noted that the percentage of late payments <br />has not significantly changed during the past year. The ordinance would need to be amended and have a <br />public hearing during the first meeting in July. Councilmembers agreed that it is time to start assessing <br />late fees with appropriate notice to consumers. Councilman Stanley made a motion to move ahead with <br />the drafting of the revised ordinance. Councilman Swinney seconded. Motion carried 5-0. <br />Farm House Market came before the Council to request the ability to schedule another street fair <br />for July 17. There was some discussion about how to proceed with the permit because of the alcohol <br />sales at the park. Councilman Stanley made a motion to approve the July 17 Farm House Market Street <br />Fair. Councilman Swinney seconded. Motion carried 5-0 Councilman Williams made the motion to <br />approve the sale of alcohol and consumption for the July 17 event, and Councilman Stanley seconded. <br />Motion Carried 5-0 <br />Old SR 67 & Sycamore Lane rezone was approved at the last meeting, but the ordinance had not been <br />written. Councilman Stanley made the motion to approve Ordinance 12-2021, and Councilman Swinney <br />seconded. Motion carried 5-0. <br />New Business — <br />Email Proposal - Telamagen Steve Oschman came before the Council to discuss the police department <br />email server software has come to the end of its life, and some parts are nonfunctional. In addition, <br />there are viruses on the Town server that he has to remove every evening. He presented a plan to <br />implement Microsoft exchange in place of the current email exchange service. This upgrade will cost <br />$6,500.00 to start and about $500 per month for 100 active email addresses. Mr. Oschman stated that <br />Microsoft would handle future updates and virus monitoring. Town Attorney Lee will draw up the <br />appropriate contract and present it to the Council at the next meeting. <br />Line] CF -1 Personal Property -Councilman Stanley made a motion to find Linel LLC in substantial <br />compliance with Resolution 10-2016 and seconded by Councilman Swinney. Motion carried 5-0 <br />
