July 6, 2021 <br />The Mooresville Town Council met in regular session on Tuesday, July 6, 2021, at 6:30 P. M. at <br />the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, <br />Councilman Shane Williams, Councilman Jeff Cook, and Greg Swinney. Town attorney Cho-il <br />Lee was present. <br />Council President Warthen gave the prayer. <br />Councilman Stanley motioned to approve the minutes of the June 15 meeting and seconded by <br />Councilman Swinney. Motion carried 5-0 <br />Councilman Swinney motioned to approve the minutes of the June 24 Executive Session and <br />seconded by Councilman Williams. Motion carried 3-0-2 with Councilman Stanley and <br />Councilman Cook abstaining <br />Councilman Swinney motioned to approve the minutes of the June 24 Special Session and <br />seconded by Councilman Williams. Motion carried 3-0-2 with Councilman Stanley and <br />Councilman Cook abstaining. <br />Paige Sansone from Baker Tilly presented information about the American Rescue Plan and the <br />related grant programs. She also talked about the things that can and cannot be used with the <br />funds. The Town of Mooresville will be receiving approximately $2.2 million due to the <br />American Rescue Plan. She stressed several times that the Town should take time and plan out <br />the best use of these funds. There may be additional guidelines that are added to the plan <br />down the road. <br />Unfinished Business — <br />Pacmoore Real Property Waiver of Non -Compliance Resolution 18-2021- CF -1 was submitted <br />on May 18, 2021, resulting in non-compliance for their tax abatement. A public hearing was <br />held, and there were no public comments. Councilman Stanley made the motion to close the <br />public hearing. Councilman Swinney seconded. Motion Carried 5-0 <br />Councilman Stanley made a motion to approve Resolution 18-2021. Councilman Cook <br />seconded. Motion Carried 5-0 <br />Pacmoore Personal Property Waiver of Non -Compliance Resolution 19-2021- CF -1 was <br />submitted on May 18, 2021, resulting in non-compliance for their tax abatement. A public <br />hearing was held, and there were no public comments. Councilman Stanley made the motion <br />to close the public hearing. Councilman Swinney seconded. Motion Carried 5-0 <br />Councilman Stanley made a motion to approve Resolution 19-2021. Councilman Cook <br />seconded. Motion Carried 5-0 <br />Innovative Performance Technologies Personal Property Waiver of Non -Compliance Resolution <br />20-2021. They submitted their CF -1 on May 26, 2021, resulting in non-compliance with their <br />tax abatement. A public hearing was held, and there were no public comments. Councilman <br />Stanley made the motion to close the public hearing. Councilman Swinney seconded. Motion <br />Carried 5-0 <br />
