July 20, 2021 <br />The Mooresville Town Council met in regular session on Tuesday, July 20 at 6:30 P.M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, <br />Councilman Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Town <br />attorney Cho-il Lee was present. <br />Council President Warthen gave the prayer. <br />Councilman Stanley motioned to approve the July 6, 2021 meeting minutes and was seconded <br />by Councilman Swinney. Motion Carried 5-0 <br />Unfinished Business— <br />Outdoor Warning Sirens - Mark Turney, County Commissioner Don Adams, came before the <br />Council to discuss the possibility of Morgan County replacing the town's three outdoor warning <br />sirens. The County would incur all costs for the sirens and the ongoing maintenance. This would <br />be a fully automatic system that would tie into the National Weather Service. However, there is <br />the ability to set it off manually and broadcast custom messages in an emergency. Councilman <br />Williams asked about the sirens that were just purchased and repaired. Mark Tumey stated the <br />sirens could be replaced with brand new equipment at no cost to the Town. The old sirens <br />would not be removed before the new sirens are installed and operational. There was a <br />question about the County Dispatch Center, but the Council was assured that there would not <br />be any disruption. Needing additional time to consider this proposal, Councilman Stanley made <br />the Motion to table this item until the second meeting in August. Councilman Swinney <br />Seconded Motion Carried 5-0 <br />New Business — <br />Debbie Venoy Ferguson Rd Sewer - Mrs. Venoy came before the Council to request the ability <br />to hook into the town sewer system. Councilman Warthen asked if she would be willing to <br />annex her property and said she would do so. Town Attorney Lee will draft the document to be <br />able to complete the annexation. Councilman Swinney made the Motion to approve the sewer <br />hook on with voluntary annexation. Councilman Stanley seconded. Motion carried 5-0 <br />Department Head Reports — <br />Councilman Warthen mentioned a budget workshop was held with the Department Heads, <br />Debbie Monts, Dianna Wamsley, and Financial Advisor Paige Sanson. He stated that the <br />department heads understand how their budget, property tax, and levy work. <br />Department heads present their budget and wish list. A roundtable discussion took place on <br />how the general fund is over the levy using the department heads' budget numbers. <br />Councilman Warthen feels the department heads will go back to make necessary changes in <br />their line items to reach a balanced general fund. <br />Chief Julian presented the AES agreement for consideration. This agreement may change with <br />the potential replacement of sirens by the County. Town Attorney Lee noted two things in the <br />contract, one being a likely typo and a full release of liability should something happen to the <br />equipment during the installation. <br />
