July 2, 2019 <br />The Mooresville Town Council met in regular session on Tuesday, July 2, 2019 at 6:30 P. M. at the <br />Mooresville Government Center. <br />Members Present: President Tom Warthen, Vice -President David Rogers, Jessica Hester, Dustin Stanley, <br />and Mark Mathis. No members were absent. Town attorney Mel Daniel was present. <br />The prayer was given by Tom Warthen. <br />President Warthen opened the meeting. <br />A motion was made by Councilman Rogers with a second by Councilman Stanley to approve minutes <br />from June 25, 2019 meeting. Motion carried 5-0. <br />New Business: <br />1. Street closing for Old Settlers Parade--- August 4th, Sunday from Noon to 4 P. M. A motion was <br />made by Councilman Mathis with a second by Councilman Rogers to approve the street closing <br />permit. Motion carried 5-0. <br />2. Declaratory Resolutions for Powder Pro and Last Move LLC. —The LLC has been reinstated. This is <br />the company that had a fire and wish to rebuild. A motion was made by Councilman Mathis with a <br />second by Councilman Rogers to approve Declaratory Resolution # 3, 2019 for Powder Pro, a <br />personal property ten-year abatement. Motion carried 5-0. A motion was made by Councilman <br />Rogers with a second by Councilman Mathis to approve Resolution #4, 2019 for Last Move LLC. Real <br />Property ten-year abatement. Motion carried 5-0. <br />3. Stephen Wilson appeared before the council to request the closing of a short dead-end street where <br />he lives in Grandview Addition for a Crime Watch Block Party on Saturday, July 20th from 4 to 11 <br />P.M. He said he would need a barricade from the street department. Dave Moore will help. Mr. <br />Wilson also told how the Crime Watch was working in the Grandview Addition. Crime has been <br />down after the first of this year. A motion was made by Councilman Rogers with a second by <br />Councilman Stanley to approve closing of the dead-end street for the Block Party. Motion carried 5- <br />0. <br />4. Public Hearing for additional appropriation from CCD fund. The money had been approved to spend <br />in 2018 but $197,039 of the $300,000 was not invoiced until after the first of 2019, so that is the <br />reason for the additional appropriation. No one from the audience or council spoke so a motion <br />was made by Councilman Mathis with a second by Councilman Rogers to close the Public Hearing. <br />Motion carried 4-1, Councilwoman Hester opposed. A motion was made by Councilman Mathis <br />with a second by Councilman Roger to approve the additional appropriation. Motion carried 4-1, <br />Councilwoman Hester opposed. <br />Legal ---Council President Warthen explained that Police Chief Allen had filed a grievance that was sent <br />to our town council and then was sent to legal counsel. Attorney Daniel said it would look biased if he <br />received it so he asked for a Letter of Engagement for investigation. Chief Allen rescinded his grievance <br />and it was pulled from the Town Council meeting agenda. <br />Other Business <br />Councilman Mathis announced the open house for the new Police Station to be July 15th from 4:00 P. M. <br />to 7:00 P. M. The public is invited. <br />Councilman Stanley reported that in the process of hiring an animal control officer they found policies <br />that needed updated. He presented a proposal from Morgan County Humane Society to pick up our <br />animals and if we did this the logistics problem would be solved and it would mean a difference of <br />approximately $7,000 less a year. Probably should table until next meeting to let council look at the <br />proposal. <br />Councilman Rogers said the hope was to relieve the Police and Street Department some time because <br />with part-time it is hard for them to get there quickly. <br />Mooresville Policewoman Lindsey Hayden ask if the Humane Society would write the tickets. The <br />answer was no, our local police officers would write the tickets. She asked where the extra money <br />
