August 17, 2021 <br />The Mooresville Town Council met in regular session on Tuesday, August 17, 2021, at 6:30pm at the <br />Mooresville Government Center. <br />Members present were: President, Tom Warthen and Councilmen Dustin Stanley, Greg Swinney and Jeff <br />Cook. Councilman Shane Williams was present by phone. Legal Counsel was not present. <br />Tom Warthen gave the invocation and the meeting was called to order. <br />Approval of the minutes from the August 3, 2021 meeting - Councilman Williams asked for the minutes <br />to be amended to correct his statement from the prior meeting concerning the $20,000 to fund the <br />police canine program. He asked for the clarification to be added that he is proposing a one-time <br />appropriation of $20,000.00 for the year 2022 and the Chief of Police would need to budget for that <br />going forward. The Council discussed reviewing the prior meeting recording for clarification of what was <br />said. <br />A motion was made by Councilman Stanley and second by Councilman Swinney to table the minutes so <br />that clarification of what was said could be made. Motion carried 5-0, with President Warthen <br />conducting a roll call vote. <br />Outdoor Warning Siren agreement with Morgan County - Mark Tumey and Scott Hamilton with Morgan <br />County EMA were present. They stated that the County has appropriated for two sirens this year and <br />have now tentatively agreed to additional appropriate for a third to be installed in 2021. Councilman <br />Cook asked if there had been any discussions with Chief Julian or Steve Eltzroth. Mark Tumey stated <br />there had not. He explained that currently, as what happened in the tornado of 2020, the County <br />cannot set off Mooresville's sirens. Only Mooresville can set them off. With the new sirens, the County <br />would have that ability. They will be set off through the National Weather Service and can also be set <br />off manually by the County and Mooresville. They will also be silent tested every day. Mark Tumey <br />stated that under the new Title Ten, he is required to make sure all the sirens in the county are <br />operational and it would be beneficial to have them all under one umbrella, with one maintenance <br />agreement. There would be three ten stacks, with one located behind the football field at Mooresville <br />High School, one at the Mooresville Soccer Field at Landersdale and Bridge and one near Cherry Blossom <br />Way. There may be a slight change to the one at Cherry Blossom Way, due to power lines in the way. It <br />will be moved less than 200 ft from the original location. Councilman Williams had met with storm <br />chaser, Jacob Terrell and he had gone down and looked at the sirens and was in favor of them. The new <br />NWS protocol will tighten it down so that they don't go off as often and therefore get more attention. <br />These sirens would not be compatible with the Federal Signal sirens that are also on the agenda. <br />A motion was made by Councilman Cook and second by Councilman Swinney to table the decision on <br />the sirens until the next meeting to allow for a discussion to take place between the County, Chief Julian <br />and Steve Eltzroth. Motion carried 5-0, with President Warthen conducting a roll call vote. <br />Ferguson Road annexation —this item was for information only from the Clerk's office to update the <br />Council that the annexation paperwork for 13916 Ferguson Road had been sent to the property owner <br />and had not yet been returned. <br />Cemetery GIS & Survey Contract— Legal Counsel made some changes and the contract only required a <br />signature since it had already been approved by Council. <br />Federal Signal Agreement — President Warthen stated that the agreement states that the price is firm <br />for 120 days so the Council would have some time if they decided to table until a decision was made on <br />the other sirens from Morgan County. We would still be able to operate the current sirens with the old <br />software and would be within the 120 days to approve later if we decide to stay with Federal Signal. <br />A motion to table the agreement with Federal Signal was made by Councilman Stanley, with a second by <br />Councilman Swinney. Motion carried 5-0, with President Warthen conducting a roll call vote. <br />Evapar Contract— Contract for maintenance of the generator at the PD. There had been some questions <br />on some work that was done and whether it was covered by a warranty. Evapar stated there was a <br />warranty. Legal Counsel has reviewed the contract and has approved the revised copy. The cost of the <br />annual maintenance agreement is $975.00. <br />
