September 7, 2021 <br />The Mooresville Town Council met in regular session on Tuesday, September 7, 2021, at 6:30 P. M. at <br />the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, Councilman <br />Shane Williams, and Greg Swinney. Councilman Jeff Cook was absent. Town attorney Cho-il Lee was <br />present. <br />Council President Warthen gave the prayer. <br />Councilman Stanley made a motion to approve the minutes of the August 3, 2021 meeting and <br />seconded by Councilman Swinney. Motion Carried 4-0 <br />Councilman Stanley made a motion to approve the August 17, 2021 meeting minutes and seconded by <br />Councilman Swinney. Motion Carried 4-0 <br />Unfinished Business — <br />Traffic Study - Joe Johanssen came before the Council to discuss the results of the traffic study. For the <br />pedestrian crossing at Monroe and Carlisle, he recommended an RRFB flashing beacon for a pedestrian <br />crossing on Monroe St. He discussed the intersection at Indiana and Main. He suggested cutting <br />back the curb extensions to help trucks turn more smoothly, along with several other suggestions, <br />including removing some parking spots, instituting phased lights on Main Street. For the Newby school, <br />he recommended a solar -powered signal that would stop traffic. There was a discussion about items <br />that are warranted versus recommended and meeting INDOT specifications. The Council decided to take <br />all of the recommendations under advisement and have further discussion on these recommendations. <br />Outdoor Warning Siren Proposal Update - Chief Julian gave an update on the agreement with the county <br />to bring in sirens in addition to the sirens that are currently in place and have dual control for the county <br />and the town. Councilman Williams made the motion to move forward with the county sirens and have <br />Town Attorney Lee to work up an interlocal agreement. Councilman Stanley seconded. Motion Carried <br />4-0 <br />Federal Signal Agreement Update- This is an annual renewal for the maintenance and the software of <br />the current signal system needed as the new sirens will not be in place before this renewal comes <br />due. Councilman Willaims made the motion to approve the Federal Signal contract for $1,521.50. <br />Councilman Swinney seconded. Motion carried 4-0 <br />Chief Julian gave his department head report at this time. He had a dispatcher resign and move to part <br />time currently interviewing candidates for that position. He mentioned Mooresville Homecoming <br />on September 17 and the Farm House Market on September 18. <br />New Business— <br />Mooresville Homecoming Parade Street Closure - Ally Tudor, Mooresville High School <br />student council came before the Council to request the permits and street closure for the <br />homecoming parade on Friday, September 17, on behalf of Mooresville High School and the <br />Student Council. Because of COVID restrictions, the parade will not include as many <br />organizations, so it will be shorter than usual. Councilman Stanley made the motion to grant <br />the permits for the street closures for the Homecoming Parade. Councilman Swinney seconded. <br />Motion carried 4-0 <br />Town Library - Diane Huerkamp came before the Council to update the State of the Library and the <br />justification and explanation of their budget. Councilman Williams and Council President Warthen <br />voiced their approval of the library and the great job Diane Huerkamp is doing as the head librarian. <br />Word Systems Inc. Maintenance Agreement- Clerk -Treasurer Dianna Wamsley introduced Jim Hansen <br />from Word Systems to discuss a consolidated maintenance agreement for recording equipment used by <br />the Clerk Treasurer's office, Town Court, and the Police department.
