Board of Zoning Appeals <br />Minutes September 9th, 2021 <br />Members Present: Mike Young, Jennifer Meador, Charles McGuire and attorney <br />Beth Copeland. Neal Allman and David Saddler were absent. <br />Mike Young called the meeting to order and requested a motion on the July <br />minutes: Charles McGuire made a motion to accept minutes as presented, Jennifer <br />Meador seconded and the minutes were accepted 3-0. <br />First item on the agenda: variance requests at 140 E South St, presented by John <br />Larrison of Holloway Engineering on behalf of property owner Richard <br />Willoughby and Jamy's Automotive. John Larrison indicated the variances were to <br />allow for a 45'X50' addition on the north side of the existing building. Variances <br />requested: 1. Elimination of buffer yard requirements <br />2. allow for 9.5ft side building setback off the west property line <br />Mike Young called for questions when none were asked by the Board, audience <br />member Shane Williams confirmed no variance would affect easement between to <br />allow for traffic between properties. John Larrison indicated it would not but <br />would be willing to write a new easement if necessary. When no further questions <br />or comments were made Mike Young called for a motion: Charles McGuire made <br />a motion to accept with easement stipulation, Jennifer Meador seconded the <br />motion and the variances were accepted by vote of 3-0. <br />Second item on the agenda: variance of use at 11360 N St Rd 67, petitioner <br />Cassandra Boczar presented on behalf of herself and Andy Whobrey. Petitioners <br />intend to purchase the property; the variance request is to allow for a kennel in <br />what is currently the CenterStone of Indiana building and 3.51 -acre property. Ms. <br />Boczar and her boyfriend currently operate kennels in Indianapolis and Gosport <br />and believe this property to be a good fit, location can house 25 indoor / outdoor <br />runs, training area as well as potential for grooming area in the future. During <br />Board questions and comments Mike Young asked if the facility would be staffed <br />24 hrs when boarding of animals, Ms. Boczar indicated that while not necessary <br />would be probable. Charles McGuire questioned the existence of other boarding <br />facilities in Mooresville, she indicated a large need in this industry. When no <br />further questions were asked or comments made Mike Young called for a motion: <br />Jennifer Meador made the motion to approve, Charles McGuire seconded and the <br />variance for use passed 3-0. <br />
