A,t <br />Mooresville Plan Commission Minutes <br />Thursday August 12", 2021 <br />Members present: Mike Young, Jeff Dieterlen, Josh Brown, Kim Scofield, Mark <br />Taylor, Tammy VanHook, JD Robinson, David Saddler, Robert Alumbaugh and <br />attorney Beth Copeland. <br />Mike Young called the meeting to order then called for a motion on the previous <br />minutes: Jeff Dieterlen noted one wording correction then made the motion to <br />approve, the motion was seconded, minutes were accepted unanimously. <br />First item on the agenda is a previously continued Primary Plat at 4755 E Hadley <br />Rd presented by Ross Holloway and attorney Dale Coffey, The request on behalf <br />of Jeff Allen, POA for Susan C Jessup Inc is for a 196 -lot plat on 90.268 acres to <br />be known as Grand Oaks. Mr. Holloway provided video visual presentation to <br />Commission and audience members. Mr. Holloway discussed the changes from the <br />previous presentation: increased road width at the entrance, fencing near the <br />playground area, retention pond and detention area, the addition of green space, <br />partial removal of walking path. Ross Holloway stated the traffic study had been <br />completed. Mr. Coffey reviewed the request for approval of a primary plat. Mike <br />Young opened the agenda item up for questions, concerns or discussion. When <br />asked Ross clarified utilities and infrastructure would be completed in phases, <br />other than a lift station that would most likely be required, he further indicated both <br />Indiana American and Hill water were available in the area. Jeff Dieterlen <br />questioned fencing and traffic study while Mike Young asked for the requested <br />rendering that included two entrances. Josh Brown confirmed with Beth Copeland <br />that fencing and walking trails were not requirements for approval of a primary <br />plat. Kim Schofield questioned one entrance; JD Robinson clarified a second <br />entrance from within Grandview Subdivision, Jeff Dieterlen expressed concerns <br />for change from previous presentation and the possibility of future changes from <br />the plat currently presented. Mr. Coffey indicated that all items on the plat <br />presented would be honored going forward. Jeff Dieterlen and Mike Young again <br />expressed concerns for the traffic study presented and indicated expert outside <br />review may be necessary, Tammy VanHook questioned the funding of such review <br />without Town Council approval as the Plan Commission does not have a budget <br />for such expenses. Mr, Coffey disagreed with the necessity of a review, Mike <br />Young indicated it was within the Commission right to request one, Jeff Dieterlen <br />
