January 18, 2022 <br />The Mooresville Town Council met in regular session on Tuesday, January 18, 2022, at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, Councilman <br />Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Town attorney Cho-il Lee was <br />present. (>%'i `/ ; <br />Council President Warthen gave the prayer. <br />A motion was made by Councilman Stanley to approve the minutes of the January 4, 2022 meeting and <br />seconded by Councilman Swinney. Motion Carried 5-0 <br />Unfinished Business— <br />Comprehensive and Thoroughfare Plan Presentation - Shannon Kohl and Cory Weitzel from HWC <br />presented information on a comprehensive and thoroughfare plan. He spoke about planning <br />for future growth and development and deciding what growth and development look like for the Town. <br />He suggests doing a comprehensive and thoroughfare plan at the same time to plan for changing and <br />growing transportation needs as the Town grows. Using a public survey, suggestions, and input is <br />essential to building a comprehensive plan that works for everyone involved. Land use, economic <br />development, housing, quality of place, parks and recreation, and natural resources are considered <br />within the comprehensive plan. The thoroughfare plan will focus on planning for expansion and <br />adjusting,current roadways, and ensuring that long-term decisions are made for any future roads and <br />additions. <br />The process will generally take around a year, including steering committees presenting the plans to the <br />public and receiving feedback along the way. He recommends that comprehensive plans be revised and <br />updated around every ten years. When asked about how the comprehensive plan of Mooresville will be <br />able to fit into the comprehensive and thoroughfare plans of the County and the communities around <br />Mooresville. Mr. Weitzel stated that those things will be considered, including what the boundaries are <br />today and what those boundaries may look like in 5 to 10 years. Those discussions will need to take <br />place during the planning. <br />A key to the planning phase will be facilitating good conversations between all the interested parties. <br />The comprehensive plan would cost around $125,000 - $150,000. Mr. Weitzel acknowledged that <br />someone might be able to do this planning for less, but those plans typically cut out the public <br />engagement aspect and the action plan part of implementing the plan. Councilman Warthen requested <br />the County's comprehensive plan in addition to examples for other towns to look at and see what those <br />look like to compare those to what the towns may look like and include. Thoroughfare planning will <br />look at things that may need to be set as priorities. While it's not 100% engineered out at the planning <br />stage, additional studies and engineering recommendations can be suggested in the plan. The council <br />members' consensus was reached to look at the plans and decide how to move forward. <br />Pro Build Confirmatory Resolution 1-2022 - Mike Dellinger asked for this to be tabled due to some <br />potential changes in the abatement amounts. Councilman Stanley made a motion to table this item. <br />Councilman Swinney seconded. Motion carried 5-0 <br />TOA Personal Property Confirmatory Resolution 2-2022 No comments or questions were voiced. <br />Councilman Stanley made a motion to close the public hearing. Councilman Swinney seconded. Motion <br />carried 5-0 <br />Councilman Stanley made a motion to approve Resolution 2-2022. Councilman Swinney seconded. <br />Motion carried 5-0 <br />Overton Personal Property Confirmatory Resolution 4-2022 - Scott Bowie from Overton Industries came <br />before the Council to express the appreciation of the business to the Council for continuing to work with <br />Overton Industries.
