OUR <br />February 1, 2022 <br />The Mooresville Town Council met in regular session on Tuesday, February 1, 2022, at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Shane Williams, <br />Councilman Jeff Cook and Councilman Greg Swinney. Councilman Dustin Stanley was present via <br />an electronic device. Town attorney Chou-il Lee was present. <br />Council President Warthen gave the prayer. <br />Councilman Swinney made a motion to approve the minutes of the January 18, 2022 meeting <br />pending a spelling correction to Attorney Lee's name. Councilman Williams seconded the motion. <br />Motion Carried 5-0 <br />Unfinished Business— <br />Amended Pro Build Declaratory Resolution 7-2022 - An adjustment to the investment for this <br />abatement was submitted, and the new investment will be $6.6 million in real property and the <br />personal property investment has increased to $5 million. <br />Councilman Swinney made the motion to approve Declaratory Resolution 7-2022 and was seconded by <br />Councilman Cook. Motion Carried 5-0. A public hearing is set for the February 15, 2022, meeting. <br />New Business— <br />Mooresville Senior Citizens Donation — Motion was made by Councilman Cook and second by <br />Councilman Williams to approve the donation payment for $10,000 to the Mooresville Senior Citizens <br />Center. Motion carried 5-0 <br />2022 EDC Agreement - Councilman Williams inquired about EDC's office space liability in the <br />government center. Town Attorney Lee will look into the agreement with MCEDC. <br />Councilman Swinny made a motion to approve the contract with Morgan County Economic <br />Development. Motion seconded by Councilman Williams. Motion Carried 5-0 <br />2022 Downtown Street Fair Schedule - Les Duncan came before the council to request approval for <br />this year's Downtown Street Fairs. Dates are scheduled for May 14, July 9, and September 17. <br />Councilman Williams made a motion to approve the Street Fair Events and seconded by <br />Councilman Cook. Motion Carried 5-0 <br />Policy on Appointment to Town Boards - Councilman Williams expressed the opinion that he <br />believes the procedure for filling for a town board position was not followed in the appointing of <br />Erin Pipkin to the Redevelopment Commission. <br />Councilman Cook expressed his agreement with Councilman Willaims that the policy was not followed. <br />Town Attorney Lee stated that the appointment could be reconsidered if the council chose. <br />Councilman Swinney noted this was his first time being on the council for board appointments. <br />Councilman Stanley expressed that he did reach out to the RDC members about their interest in <br />retaining their seats, and only two responded, and he thanked Virginia Perry for her service. <br />Preserving the Public Record Town Documents — Councilman Williams requested the ability to <br />determine the voting record of each member on the official resolution signature pages. <br />Town Councilman Cook agreed that the change would be beneficial. Attorney Lee stated that he could <br />include a yay and a nay column on resolution signature blocks in the future. <br />
