Bum February 14, 2022 The Mooresville Town Council met in regular session on Tuesday, February 14 at 6:30 P. M. at the Mooresville Government Center. Council members present were Council President Tom Warthen, Councilman Dustin Stanley, Councilman Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Town Attorney Lee was present. Council President Warthen gave the prayer. Councilman Stanley made a motion to approve the minutes of the February 1, 2022 meeting and seconded by Councilman Swinney. Motion Carried 5-0 Unfinished Business — ProBuild Confirmatory Resolution 8-2022 - Brian Allen thanked the council for previous tax abatements and appreciated tonight's consideration. Councilman Stanley made a motion to close the public hearing and was seconded by Councilman Cook. Motion Carried 5-0 Councilman Stanley made a motion to approve Resolution 8-2022 and seconded by Councilman Cook. Motion Carried 5-0 Cemetery Grave Digging Services Agreement — Councilman Swinney made the motion to approve the agreement and was seconded by Councilman Williams. Motion Carried 5-0 Comprehensive Plan & Thoroughfare Plan - Shannon Kohl presented the contract with HWC Engineering to begin working on a comprehensive plan & thoroughfare plan for the town. There was some discussion of the steps to move forward with the project and how it aligns with Morgan County's comprehensive plan. Council members discussed payment options for the project and agreed to use the COVID —19 Reimbursement Fund and create a non -reverting fund to appropriate funds from the general. Councilman Williams made a motion to approve the contract for $125,000 using COVID-19 Reimbursement Fund to pay for the project and move forward with the Comprehensive Plan and the Thoroughfare Plan. Seconded by Councilman Cook. Motion Carried 5-0. Councilman Williams made a motion to establish a non -reverting fund via ordinance and seconded it by Councilman Swinney. Motion Carried 5-0 New Business— Board Appointment Policy - Dr. Larry Moore came before the council to present a letter from the Community Taxpayers Association. Mr. Moore stated the council failed to follow the board appointment policy by not advertising the open position. He shared his displeasure how Virginia Perry was omitted from the reappointment process. Council President Warthen would like an opportunity to consider the questions raised in the letter and address them at the March 1 meeting. Councilman Williams expressed his agreement with some of the points raised in the letter and addressed the questions posed in the letter.
