Bum <br />February 14, 2022 <br />The Mooresville Town Council met in regular session on Tuesday, February 14 at 6:30 P. M. at <br />the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, <br />Councilman Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Town <br />Attorney Lee was present. <br />Council President Warthen gave the prayer. <br />Councilman Stanley made a motion to approve the minutes of the February 1, 2022 meeting <br />and seconded by Councilman Swinney. Motion Carried 5-0 <br />Unfinished Business — <br />ProBuild Confirmatory Resolution 8-2022 - Brian Allen thanked the council for previous tax <br />abatements and appreciated tonight's consideration. <br />Councilman Stanley made a motion to close the public hearing and was seconded by <br />Councilman Cook. Motion Carried 5-0 <br />Councilman Stanley made a motion to approve Resolution 8-2022 and seconded by Councilman <br />Cook. Motion Carried 5-0 <br />Cemetery Grave Digging Services Agreement — Councilman Swinney made the motion to <br />approve the agreement and was seconded by Councilman Williams. Motion Carried 5-0 <br />Comprehensive Plan & Thoroughfare Plan - Shannon Kohl presented the contract with HWC <br />Engineering to begin working on a comprehensive plan & thoroughfare plan for the town. <br />There was some discussion of the steps to move forward with the project and how it aligns with <br />Morgan County's comprehensive plan. <br />Council members discussed payment options for the project and agreed to use the COVID —19 <br />Reimbursement Fund and create a non -reverting fund to appropriate funds from the general. <br />Councilman Williams made a motion to approve the contract for $125,000 using COVID-19 <br />Reimbursement Fund to pay for the project and move forward with the Comprehensive Plan <br />and the Thoroughfare Plan. Seconded by Councilman Cook. Motion Carried 5-0. <br />Councilman Williams made a motion to establish a non -reverting fund via ordinance and <br />seconded it by Councilman Swinney. Motion Carried 5-0 <br />New Business— <br />Board Appointment Policy - Dr. Larry Moore came before the council to present a letter from <br />the Community Taxpayers Association. Mr. Moore stated the council failed to follow the board <br />appointment policy by not advertising the open position. He shared his displeasure how <br />Virginia Perry was omitted from the reappointment process. <br />Council President Warthen would like an opportunity to consider the questions raised in the <br />letter and address them at the March 1 meeting. <br />Councilman Williams expressed his agreement with some of the points raised in the letter and <br />addressed the questions posed in the letter. <br />
