um <br />March 15, 2022 <br />The Mooresville Town Council met in regular session on Tuesday, March 15th at 6:30 P. M. at <br />the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, <br />Councilman Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Town <br />attorney Chou-il Lee was present. <br />Council President Warthen gave the prayer. <br />A motion was made by Councilman Stanley to approve the minutes of the March 1, <br />2022 meeting and seconded by Councilman Swinney. Motion Carried 3-1-1 with Councilman <br />Williams opposing and Councilman Cook abstaining. <br />A motion was made by`Councilman Stanley to approve the minutes of the March 9, 2022 <br />Executive Session meeting and seconded by Councilman Swinney. Motion Carried 5-0 <br />Unfinished Business— <br />Baker Tilly Engagement Letter — Town Attorney Lee presented Baker Tilly's engagement letter <br />to bring about the sale of 2020 Sewer BANS. Councilman Stanley made the motion to approve <br />the engagement letter. Councilman Swinney seconded. Motion carried 5-0 <br />New Business <br />Councilman Williams' Salary Donation - Councilman Williams presented a painting by local artist <br />Jeff Terry to be displayed in the town hall. Councilman Williams made a monetary donation of <br />$639.05 to the Library instead of payment to the artist. <br />HNTB Agreement - Council President gave an update on the HNTB contracting that has been <br />going on at the sewage treatment plant and presented an updated agreement to extend the <br />services. Councilman Cook made a motion to approve the agreement, Councilman Stanley <br />seconded. Motion Carried 5-0 <br />Rezone 136 E Harrison St John Larrison from Holloway Engineering presented the request to <br />rezone from 1-2 to R-2 which received a favorable recommendation from the planning <br />commission in February. After some discussion about previous council action, possible drainage <br />issues are being discussed with Dave Moore. Councilman Cook made a motion to accept the <br />Planning Commission's recommendation to rezone from 1-2 to R-2. Councilman Swinney <br />seconded. Motion carried 5-0 <br />2nd reading Ordinance 1-2022 establishes a fund for Mooresville Comprehensive Thoroughfare <br />Plan. Councilman Stanley made a motion to table ordinance 1-2022 pending legal counsel <br />consulting with Paige Sansome. Councilman Swinney seconded. Motion Carried 5-0 <br />Ordinance 2-2022 Additional Appropriation for Comprehensive Thoroughfare Plan —The public <br />hearing for the additional appropriation was held and there were no comments from the <br />public. Councilman Stanley made the motion to close the public hearing. Councilman Cook <br />seconded. Motion Carried 5-0 <br />Councilman Stanley made the motion to approve additional appropriation ordinance 2-2022 <br />with a second from Councilman Swinney. <br />Department Head Reports - <br />Deputy Debbie Monts came before the council to clarify a statement she made during the <br />previous meeting regarding the 2020 SBOA audit management letter. Although the letter stated <br />for management only, she reached out to Todd Caldwell with SBOA for clarification and he <br />stated the letter could be shared after the release of the audit. She apologized for the error, as <br />
