April 19, 2022 <br />The Mooresville Town Council met in regular session on Tuesday, April 19th, at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, <br />Councilman Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Town <br />attorney Chou-il Lee was present. <br />Council President Warthen gave the prayer. <br />Councilman Stanley made a motion to approve the minutes of the April 5, 2022 meeting and <br />seconded by Councilman Cook. Motion Carried 5-0 <br />Unfinished Business — <br />Second reading of ordinance 1-2022 to establish a Non -Reverting Fund for the Amendment of a <br />Comprehensive Plan. Town Attorney Lee stated that he was under the impression that the <br />CARES funds were still in a separate fund but didn't realize the SBOA sent a directive to transfer <br />those funds out of that fund. The town's CARES Funds are currently in the general fund. And <br />that cannot be transferred out of the general into a non -reverting. Legal counsel will look for <br />another way to put the funds into a non -reverting fund. Town Attorney Lee requested that this <br />item be tabled. Councilman Stanley made a motion to table this item. Second by Councilman <br />Swinney Motion Carried 5-0 <br />Ordinance 3-2022 Establishing a Mooresville Parks IPEP Grant Fund. Councilman Stanley made a <br />motion to approve Ordinance 3-2022. Councilman Swinney seconded. Motion carried 5-0 <br />Ordinance 4-2022 Establishing a Mooresville Police IPEP Grant Fund. Councilman Stanley made <br />a motion to approve Ordinance 4-2022. Councilman Swinney seconded. Motion carried 5-0 <br />Discussion on Park Office Renovation - Kris Wilson from the Park Department presented an <br />estimate to renovate the Park Department Office due to the presence of mold. Additional <br />funding of up to $33.446 was requested to get the Park Department staff back into the office. <br />Council President Warthen suggested possibly using the Food and Beverage fund to fund the <br />needed renovations rather than the non -reverting capital fund. All Council members voiced <br />support for using the Food and Beverage fund to proceed with the renovations. Councilman <br />Stanley made a motion to approve Kris Wilson to approve the contracts. Councilman Swinney <br />seconded. Motion Carried 5-0 <br />Lockerbie and South Street Truck Traffic - Councilman Williams wanted to discuss the semi - <br />traffic coming through people's yards but wanted to discuss some ideas. <br />Ron Overton asked several questions about heavy truck traffic routes and requested <br />reimbursement from the town for $2,000 in damages for failure to enforce ordinances. Dawn <br />Reynolds, who lives at the property, came before the Council to further detail the damage. <br />There was a discussion with Dave Moore about removing the light pole and enlarging road <br />signage. <br />Rose Julian offered insight on possible issues, including GPS systems taking trucks through the <br />neighborhood. <br />Councilman Cook requested that interim Chief Brock Chipman look up the reports to attempt to <br />put the property owner in touch with the correct entities to gain reimbursement. Council <br />President Warthen requested that the option of enlarging the signage be looked into as soon as <br />possible. <br />Nuisance/Unsafe Building Ordinances - Councilman Williams has been contacted about several <br />properties that are in disrepair. He would like to look into some options to ensure that nuisance <br />properties are taken care of as letters have been mailed to the property owners in past years. <br />Town Attorney Lee will be talking with Beth Copeland to see what research has been done and <br />present some options. <br />
