June 13, 2022
The meeting was called to order at 7:00 pm at the Mooresville Public Library. In attendance, the board
members were Lynn Adams, Danny Shaw, Erin Bechtold, Mark Taylor, and David Pearson. Supt. Kris
Wilson, Asst. Supt. Keelan Simpson and Office Mgr. Stacy Freeman. Absent, Brian Wiser & Matt Saner.
Guests include Greg Swinney.
Minutes of May 9, 2022, approved as presented. Motion made by David Pearson, seconded by Lynn
Adams. Motion carried.
The meeting started with a discussion on the Baseball Contract. There was a contract violation due to
subleasing the fields without Park Board approval. Superintendent Wilson informed the President of
the Baseball League that all outside groups not affiliated with the league may not use the areas until
the Park Board met to discuss it. Park Board discussed the issue. The consensus is that the Baseball
League needs to uphold their current contract. Changes or revisions can be considered for the 2023
contract.
Supt Wilson updated the Board that Mooresville Downtown Street Fair application (and discussion
with one of the event coordinators) contradicted advertised information. The Park was also contacted
from other downtown business owners, about potential conflict in September. A new application will
be required need to be received for each street fair, not one blank application for the entire summer.
Since the next Street Fair occurs before the next Park Board meeting, the Park Board approved the
use of Bicentennial Park, so long as the new application is completed and received before the
established deadline of Friday, July 1.
In the past, individuals have formally trespassed from the Aquatic Center or the Park for various
reasons without a good way of keeping track. The Park will work with Mooresville PD to review and lift
trespass orders as needed. The offenses being lifted would be for arguments, fights, etc., and the
more severe offenses (threats, theft, misconduct) would not be lifted. From now on, the Park will keep
track of trespassers. Park Board agreed to leave lifting the trespassers to the discretion of the Park
Superintendent.
Due to the Park Board summer schedules, Park Board Work Session will happen in the Fall around
November.
Holy Trinity Reform Church submitted a Special Request form for use of Bicentennial Park for a Prayer
Rally for Life on Saturday, July 16, from 7 - 8 pm, and ask for the Special Event Fee to be waved. Park
Board discussed. Motion to approve the Holy Trinity Reform Request with the fee waived by Danny
Shaw, seconded by David Pearson. Motion carried.
Superintendent Wilson informed the Park Board of vandalism at North Park on Friday, May 27. The
damage was extensive and both Dan and Morgan have spent multiple days trying to clean up the
graffiti. It will take some more time due to the extent of the damage done.
