WE <br />July 5, 2022 <br />The Mooresville Town Council met in regular session on Tuesday, July 5, 2022, at 6:30pm at the <br />Mooresville Government Center. <br />Members present were: President, Tom Warthen and Councilmen Dustin Stanley, Greg <br />Swinney, Jeff Cook and Shane Williams. Town Attorney, Chou-il Lee was also present. <br />Tom Warthen gave the invocation and the meeting was called to order. <br />Approval of the minutes from the June 21, 2022 meeting — Motion was made by Councilman <br />Stanley, second by Councilman Williams to approve the minutes as written. Motion carried 5-0. <br />Ordinance 7-2022 —Transferring $25,000 from the Rainy Day fund to the General fund for the <br />purpose of additional appropriating from the General fund and establishing a line item in the <br />police budget for the sole purpose of supporting the police K9 operations. <br />The public hearing was opened and there being no public comments, a motion to close the <br />public hearing was made by Councilman Stanley, second by Councilman Swinney. Motion <br />carried 5-0. <br />A motion to suspend the rules and consider Ord 7-2022 on first reading was made by <br />Councilman Williams, second by Councilman Swinney. Motion carried 5-0. <br />A motion to approve Ord 7-2022 was made by Councilman Williams, second by Councilman <br />Cook. Motion carried 5-0. <br />Covid Policy— Council discussed making changes to the current Covid-19 sick leave policy to be <br />more in line with the new CDC guidelines. A sample policy was provided that gives full time <br />employees, who are required to quarantine due to a positive Covid test, 40 hours of paid sick <br />time. Proof of a positive test must be provided. The test may be either a home test or a test <br />given by a healthcare professional. If an employee misses work because they believe they may <br />have Covid and then tests negative, their personal sick time will be used. <br />A motion to approve the Covid Sick Leave Policy as written was made by Councilman Cook, <br />second by Councilman Williams. Motion carried 5-0. <br />Any employee who is already subject to quarantine at the time of this policy's passing, will <br />follow the previous Covid policy. <br />Cyber Security Training— Clerk -Treasurer Wamsley was contacted by the Indiana Office of <br />Technology regarding free training they are offering to entities using the in.gov email <br />addresses. The State has been using a company called KnowBe4 since 2020 to provide <br />cybersecurity training to their employees. KnowBe4 offers training and phishing simulations to <br />improve cybersecurity awareness. The State has licenses that are not being used and is offering <br />them for free to qualifying local governments. <br />A motion was made by Councilman Williams and second by Councilman Stanley to allow Clerk - <br />Treasurer Wamsley to follow up with the Indiana Office of Technology and move forward with <br />the training for Town employees. Motion carried 5-0. <br />Town Issued Cell Phones, I -Pads — Council Williams stated that he wanted to start a discussion <br />about Town issued cell phones, I -Pads, etc. due to the number of public records requests that <br />have been coming in. Attorney Lee stated that the Public Access Counselor believes that Town <br />info contained on personal devices are public record and must be kept for a period of seven <br />years. If the Town issued cell phones and an employee still used their personal phone for Town <br />business, the information would still have to be disclosed in a records request. The wireless <br />provider would have the information stored on their server, even if it was deleted from the <br />device. Attorney Lee stated that since emails are kept on the Town's server, email is the best <br />way to communicate, even though text messaging is more convenient. He also stated that <br />
