July 19, 2022 <br />The Mooresville Town Council met in regular session on Tuesday, July 19, 2022 at 6:30 p.m. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, Councilman <br />Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Town Attorney Ashely Ulbricht <br />was also present. <br />Council President Warthen gave the invocation, and the meeting was called to order. <br />Councilman Swinney motioned to approve the minutes of the July 5, 2022 executive session meeting <br />and seconded by Councilman Stanley. Motion Carried 5-0 <br />Councilman Stanley motioned to approve the July 5, 2022 meeting minutes and seconded by <br />Councilman Swinney. Motion Carried 5-0. <br />Unfinished Business - <br />13916 Ferguson Road is a voluntary annexation requested by the land owner. This is the first reading of <br />Ordinance 6-2022. Councilman Stanley motioned to suspend the rules and approve Ordinance 6-2022 <br />on the first reading, seconded by Councilman Williams. Motion carried 5-0. Councilman Stanley <br />motioned to approve Ordinance 6-2022, seconded by Councilman Williams. Motion passed 5-0. <br />Tourism Company Jeff Scalf came before the council to discuss the possibility of partnering with the <br />Town to bring the Dillinger museum to the Town of Mooresville. There was a discussion of the role of <br />the RDC and the Town Council. The suggestion was made for Jeff Scalf to talk to Mike Dellinger with <br />Morgan County Economic Development Corporation. <br />1-3 E Main St Bid Award - Dave Moore from the Street Department presented the one bid received <br />from Restoration Impact for $100,000 to demolish the damaged building. There was some discussion <br />with the owner of Restoration Impact about timelines and the process he will use. Councilman Stanley <br />motioned to approve the Restoration Impact contingent upon the contractor working with Legal to draft <br />an agreed-upon contract. Councilman Williams seconded. Motion carried 5-0. <br />Sewer Line Bid Awards - After reviewing the received bids, Dave Moore recommended accepting the bid <br />from Inliner Solutions for $356,850 to line approximately 5,000 ft of sewer lines. Councilman Cook <br />motioned to approve the bid to Inliner Solutions contingent upon the contractor working with Legal to <br />draft an agreed-upon contract. Councilman Swinney seconded. Motioned carried 5-0. <br />There was some discussion about the funding of the project and increasing the additional appropriation <br />to $370,000 to cover the cost of manhole liners. Councilman Williams motioned for an additional <br />appropriation of $370,000. Seconded by Councilman Stanley. Motion carried 5-0. <br />New Business — <br />Councilman Warthen read the Proclamation from the Town of Mooresville, recognizing and celebrating <br />the 100th birthday of Rachel Gray. Councilman Swinney made the motion to approve the Rachel Gray <br />Proclamation. Councilman Stanley seconded. Motion Carried 5-0 <br />Employee Recognition time Served- Resolution 15-2022 declares personal property as surplus. <br />Councilman Stanley motioned to pass Resolution 15-2022, seconded by Councilman Cook. Motion <br />Carried 5-0 <br />Dean Mayfield from Mayfield Insurance presented information on Teladoc and an additional program <br />that would allow employees to choose a PCP from the Teladoc program if they choose. He gave an <br />update on the ElectRX program. There was a savings last year of $133,031. There are still some <br />employees who refuse to use ElectRX. He suggested possibly separating the pharmacy program from the <br />health plan to include tier 4 medicines in the pharmacy program. The Health Insurance Plan will increase <br />
