MEN <br />September 6, 2022 <br />The Mooresville Town Council met for the fiscal year 2023 proposed budget workshop at 5:30 P. M. at <br />the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, Councilman <br />Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Attorney, Chou-il Lee was also <br />present. <br />During the budget workshop, Department Heads presented their proposed budgets to the Council and <br />justified certain increases or capital items they added to their budget. <br />There was a discussion with financial advisor Paige Sansome of budgeted and capital outlays for some of <br />the larger capital items and steps to take to ensure the budget is balanced and sustainable. <br />The Mooresville Town Council met in a regular session on Tuesday, September 6, 2022, at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, Councilman <br />Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Attorney, Chou-il Lee was <br />present. <br />Councilman Cook motioned to approve the minutes of the August 16th meeting and was seconded by <br />Councilman Swinney. Motion Carried 5-0 <br />Unfinished Business— <br />Dave Moore presented two bids to the council for the demolition project on E Main St. including an <br />update on the increase in cost for the proper insurance coverage. The town council decided to leave the <br />decision at Dave Moore's discretion, and the decision was made to go with Gentry Demolitions, <br />Company Name Cost <br />Ray's Trash $152,500 <br />Gentry Demolitions $175,000 <br />Hall Mynatt came before the council to discuss the demolition of 1 & 3 E Main Street to ensure that the <br />adjacent building she is in the process of purchasing will be reinforced and protected per <br />recommendations from her structural engineer. In addition, she stated that a council member asked her <br />to stay out of the project as she had spooked the demolition crew; she was accused of asking the town <br />to paint the building, which is untrue as she is requesting the structural engineering report be taken into <br />account in the event of damage to her building. She is still waiting on a return call from Taft Law <br />regarding her concerns. Legal stated that if the contractor does something to make it unsafe, the proper <br />insurance is required from the contractor, and the town would not be liable in the event of damage. <br />Casey's Guardrail - Town Attorney Lee gave an update on the guardrail being in the town's right of way. <br />It can be left in or taken out at the town's discretion. Without a traffic study saying that it is <br />warranted, he does not recommend replacing it due to liability purposes. Councilman Williams <br />motioned to remove the guardrail, with Councilman Cook seconding. Motion carried 4-1. Councilman <br />Warthen opposed. <br />Carlisle Street Bridge- Attorney Lee gave an update on the bridge as he believes it should be taken care <br />of by the county bridge fund. Councilman Stanley motioned to send a more strongly worded letter to <br />the county, with Council President Warthen signing the letter. Councilman Williams seconded. Motion <br />carried 5-0 <br />
