1799 <br />November 1, 2022 <br />The Mooresville Town Council met in regular session on Tuesday, November 1s*, at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin StanJ�y, CounViman <br />Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Town Attorneykcwwas also <br />present. <br />Tom Warthen gave the invocation and called the Town Council meeting to order. <br />Approval of the minutes from the October 18, 2022, meeting - Councilman Cook made a motion to <br />approve the minutes of October 18, 2022 and seconded by Councilman Stanley. Motion Carried 5-0 <br />Confirmatory Resolution 19-2022 Overton Industries SB1 Personal Property- Mike Dillinger and Scott <br />Moody came before the council to support the resolution. The project will begin in late December early <br />January and the project will be relocating jobs from Ohio to Mooresville. To support this work new <br />equipment is needed immediately, and additional property will be needed in the future. The property <br />cost is $798,000 in manufacturing equipment, $24,900 in logistics equipment, and $33,300 in IT <br />infrastructure and equipment. Real property estimates are $1,100,000 when that expansion occurs. Ten <br />additional people will be needed in 2023 and five additional people are expected to be added in 2024. <br />No comments were made during the public hearing. Councilman Stanley made a motion to close the <br />public hearing, second by Councilman Williams. Motion carried 5-0. Councilman Swinney made a <br />motion to approve Confirmatory Resolution 19-2022, second by Councilman Williams. Motion Carried 5- <br />0. <br />Confirmatory Resolution 20-2022 Overton Industries SB1 Real Property - Real property estimates are <br />$1,100,00 when the expansion occurs. No comments were made during the public hearing. Councilman <br />Stanley made a motion to close the public hearing, second by Councilman Williams. Motion Carried 5-0. <br />Councilman Stanley made a motion to approve Confirmatory Resolution 20-2022, second by <br />Councilman Williams. Motion Carried 5-0. <br />Rezone 205 & 207 E Main Street -John Larrison with Holloway Engineering came before the council on <br />behalf of Robert Stewart and Shawn Stewart, requesting a rezone from R1 to R2. There was a <br />unanimous favorable ruling from the Planning Committee. After some adjustments are made <br />there is plenty of room for the plans of two triplex units on this land including the yard set back <br />requirements of the town and required parking. There was some discussion about where the entrance <br />would be placed and as of right now it is in just the conceptual phase and detailed plans would still need <br />to be submitted and permitted. Only the rezoning is before the council tonight. There was some <br />discussion of possibly replating the lots. Councilman Cook made a motion to accept the <br />recommendation of the planning commission and approve the rezone from R-1 to R-3. Second by <br />Councilman Swinney. Motion Carried 5-0. <br />Resolution 21-2022 Transfer to Rainy Day Fund - This is a transfer of funds under the IC code that <br />allows the town to transfer up to 15% of the approved budget to the Rainy Day Fund. Motion to approve <br />Resolution 21-2022 was made by Councilman Swinney, second by Councilman Stanley. Motion Carried <br />5-0. Councilman Warthen stated that this would bring the Rainy Day Fund to a balance of $1,551,593. <br />Ordinance 9-2022 Salary 2023 -The Salary ordinance is presented in two forms. The first one is <br />presented per the Department Head's wish list. The second presentation is a flat rate increase across <br />the board of $2,500 per person. Councilman Warthen stated there was not a general consensus among <br />the department heads as to the per -person increase for 2023. Councilman Cook requested when the <br />raise discrepancy came up. Both options can be funded and there was an additional discussion about <br />how raises are addressed and how they may be addressed in the future. Councilman Warthen <br />mentioned that during the public hearing workshop and the second reading there were no questions or <br />concerns from the Council members. Later he noticed the advertised budget did not have any raises for <br />the Fire Department employees and the LOT Fund could not support the wish list request of a 6% <br />contribution toward the Fire 77 pension plan. There Councilman Cook motioned to move forward with <br />the ordinance presentation as advertised as a first reading, second by Councilman Williams. Motion <br />
