Plan Commission <br />Minutes Thursday December 9h, 2021 <br />Members present: Robert Alumbaugh, Josh Brown, Jeff Dieterlen, JD Robinson, <br />David Saddler, Kim Scofield, Mark Taylor, Tammy VanHook, Mike Young and <br />attorney Beth Copeland. <br />Mike Young called the meeting to order then discussed a member receiving <br />certified notification of an agenda item and the potential need for a differing <br />individual -to recuse themselves from an agenda item. Mrs. Copeland directed Mr. <br />Young and the Commission on the limits of recusal requests and the potential <br />repercussions if one does not recuse. Josh Brown chose to recuse on Grand Oaks. <br />Mike Young then called for motions on minutes: August: Jeff Dieterlen made a <br />motion to pass the minutes with voting verbiage stricken from the record, Josh <br />Brown seconded the motion and the motion passed 8-1, Tammy VanHook <br />abstained. September: Jeff Dieterlen made a motion to accept the minutes as <br />presented, motion was seconded and passed unanimously. November: Kim <br />Scofield noted the misspelling of her name then motioned to accept the minutes, <br />seconded and passed 8-1, Tammy VanHook abstained due to absence. <br />First item on the agenda: secondary plat Section 1 of Grand Oaks presented by <br />John Larrison of Holloway Engineering. Mr. Larrison presented plat renderings <br />and indicated the secondary plat meets all of the current UDO standards and all <br />concerns discussed at the technical Review had been addressed. Mr. Young <br />questioned the construction entrance while Jeff Dieterlen questioned missing <br />signature on the routing page of the application as well as the commission's role or <br />lack of in overseeing convenance and restrictions. Mike Young called for audience <br />questions or comments. Ilene Mathers, Mr. Turley both expressed concerns for <br />fencing, mounding, traffic and previously promised commitments. Mr. Turley <br />questioned if Mr. Alumbaugh should recuse himself. When comments and <br />questions returned to the Commission jeff Dieterlen questioned water lines and <br />mounding in section 2 and again questioned Mr. Brock's lack of signature. David <br />Saddler expressed concerns for veering from application presented, Beth Copeland <br />reminded the Commission to only consider the application for section 1. Tammy <br />VanHook confirmed a motion could be made contingent upon receipt of signature <br />from Terry Brock. When no further questions were asked or comments made <br />
