January 3, 2023 <br />The Mooresville Town Council met in regular session on Tuesday, January 3, 2023 at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Shane Williams, <br />Councilman Jeff Cook, Councilman Greg Swinney, and Councilman Brown. Town attorney Chou-il Lee was <br />not present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Swinney motioned to approve the minutes of December 20, 2022, with the meeting date <br />corrected from 6th to 20th- and the vote changed to 3-0-2 with Councilman Brown and Councilman Cook <br />abstaining. Seconded by Councilman Williams. Motioned carried 3-0-2 <br />Councilman Cook made the motion to nominate Councilman Tom Warthen as council President. <br />Councilman Williams seconded. Motion carried 4-0-1 with Councilman Warthen abstaining <br />Councilman Cook motioned to nominate Councilman Greg Swinney as Vice President of the council. <br />Councilman Williams seconded. The motion carried 4-0-1, with Councilman Swinney abstaining. <br />Unfinished Business— <br />Mark Butler with Banning engineering gave a brief overview of the project on Carlisle and Monroe <br />streets, including installing sidewalks. There are eleven parcels that are owned to the middle of the road <br />due to the right of way was not properly attained by the State. He described the steps that would be <br />needed to acquire the right of way. The cost for obtaining the right of way is $42,000 plus land costs. <br />The gateway Monument would be placed on the right of way facing north on Monroe St. He presented a <br />detailed drawing of the sign and the idea to put a single ground lamp to illuminate the sign. There was <br />some discussion on a few project details and the design proposals. Councilman Williams motioned to <br />move forward with obtaining construction of the right of ways. Councilman Swinney seconded. Motion <br />carried 5-0 <br />New Business — <br />David Gilman came before the council representing the property owner and CTC, the developer. They <br />request the annexation of approximately 46 acres North of the Pacmoore facility and south of the <br />Morningside Addition on the East side of State Road 67. The property is zoned Industrial with some <br />stipulations that will be left in place. Council President laid out the timeline for the advertising and the <br />timing of the public hearing in addition to the length of the process. <br />Councilman Swinney motioned to have the legal counsel set the public hearing within the next 30 days. <br />Councilman Brown seconded. Motion carried 5-0. <br />Councilman Swinney made a motion to move forward with making a fiscal plan utilizing the services of <br />Baker Tilly. Councilman Brown seconded. Motion carried 5-0 <br />Department Head Reports— <br />Chief Buckner gave an update on the fence project. He will also be holding an all -day application process <br />to fill the one open spot in the department. The department is experiencing several IT issues, including <br />emails and security issues. He would like to have a department head meeting to discuss the issues that <br />they are having and possible solutions. Six goals have been set for the year with additional leadership <br />training. All officers have signed up for CIT training that will enable them to be better prepared for <br />dealing with people with mental health issues. Accountability, ministry program, employee support <br />program, team building within the department, and retention are areas he will focus on this year. He also <br />mentioned needing to start looking to replace some equipment. <br />
