Om <br />January 17, 2023 <br />The Mooresville Town Council met in regular session on Tuesday, January 17, 2023 at 6:30 P.M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Shane Williams, <br />Councilman Jeff Cook, Councilman Greg Swinney, and Councilman Josh Brown. Attorney Chou-il <br />Lee was all so present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Brown motioned to approve the minutes of January 3, 2023, meeting and seconded by <br />Councilman Swinney. Motion Carried 5-0 <br />Unfinished Business — <br />Event Coordinator - Regina Shelby inquired about the possibility of an Event Coordinator becoming a <br />full-time paid position. She has been planning town events and working with Council President Warthen. <br />The primary concern expressed by the council was the ability to find the funding for the position and the <br />insurance implications. She will continue to plan events and keep the council updated on the progress. <br />There was a consensus among the council to allow her to continue planning events for now, and she will <br />be coming back before the council when budget discussions are underway. <br />New Business — <br />Town Council Health Insurance - Councilman Williams stated he received a letter requesting a public <br />discussion on the Town Council Health insurance benefits. Attorney Lee confirmed that a public records <br />request was received and fulfilled though some of the information requested is not allowed to be <br />disclosed due to legislation and HIPAA, but what could be released was. Town Attorney Lee highlighted <br />the difference between a part-time employee and an elected official. <br />Board Appointments -BZA Neal Allman and Jennifer Meador's appointments expired. Both are four-year <br />executive appointments. Both Neal and Jennifer are willing to continue to serve. Council President <br />Warthen reappointed both to the BZA board. <br />Mark Taylor currently serves on the Planning Commission as a town council employee appointment <br />however, he no longer fits the appointment description. Councilman Brown currently serves as an <br />executive appointment but no longer fits the appointment description. He is also now a town employee. <br />Council President Warthen suggested moving Councilman Brown to the employee appointment. <br />Councilman Williams motioned to appoint Councilman Brown to the Planning Commission. Councilman <br />Swinney seconded. Motion carried 5-0. Councilman Warthen appointed Mark Taylor to the executive <br />appointment for the balance of that term. The council was in agreement with this by consensus. <br />Town employees need to fill three vacant spots on the Planning Commission. John Robinson and Tammy <br />VanHook have expressed interest in remaining on the Planning Commission. Councilman Williams made <br />a motion to appoint Councilman Brown to the Planning Commission. Councilman Swinney seconded. <br />Motion carried 5-0. Councilman Williams made a motion to appoint Tammy VanHook to the Planning <br />Commission. Councilman Swinney seconded. Motion carried 5-0. Councilman Williams made a motion <br />to appoint John Robinson to the Planning Commission. Councilman Swinney seconded. Motion carried <br />5-0. Council President Warthen appointed Mark Taylor to the Planning Commission as an executive <br />appointment. <br />There are two vacancies on the Park board as Dr. David Pearson is currently a Republican appointee and <br />has chosen not to retain his seat. There were several applicants for this seat. Councilman Swinney <br />motioned to appoint Brent Callahan to the open Republican seat. Councilman Williams seconded. <br />Motion carried 5-0. <br />
