February 21, 2023 The Mooresville Town Council met in regular session on Tuesday, February 21, 2023 at 6:30 P. M. at the Mooresville Government Center. Council members present were Councilman Greg Swinney, Councilman Shane Williams, Councilman Jeff Cook, and Councilman Josh Brown. Council President Tom Warthen attended electronically. Town Attorney Chou-il Lee was also present. Councilman Vice President Swinney gave the invocation and called the Town Council meeting to order. Attorney Lee recommended amending the minutes of page 2 under the discussion of Opioid Giobal Settlement and Meijer Opioid Settlement. Move Resolution 2-2023 to the paragraph above under Global Opioid Settlement. Motion was made by Councilman Williams to amend minutes of the February 7, 2023 meeting per the Attorney Chou-il Lee and seconded by Councilman Cook. Motion Carried 5-0 Motion was made by Councilman Williams to approve the minutes as amended of the February 7, 2023 meeting. Councilman Brown seconded. Motion Carried 5-0 Unfinished Business— Emergency Information Technology Discussion - Council President Warthen stated that Chief Buckner had reached out and that additional officers have lost access to their email. Councilman Cook mentioned that he was under the impression that all town employees would be updated to the Microsoft 365 G3. Councilman Swinney suggested of updatingjust the Police Department. Councilman Cook stated that the update should be rolled out to everyone at the same time per the recommendation of the IT provider. Councilman Williams made a motion to proceed with the 40 seats at the Police Department as well as obtain a full list from the department heads as to how many additional licenses will be needed and proceed to update all the town employees. Councilman Brown seconded. Motion carried 5-0. Resolution 3-2023 Declaratory Old Dominion Freight Line -This declaratory resolution is in reference to the economic revitalization area for Old Dominion Freight Line. Councilman Williams made a motion to approve Resolution 3-2023. Councilman Cook seconded. Motion carried 5-0. New Business — Villages of Eastmoore HOA Lighting Agreement— HOA President appeared before the council requesting a lighting agreement for Villages of Eastmoore. They are paying $409.00 quarterly for 13 lights and $4,908 yearly. HOA is requesting a partial reimbursement payment of $2,506.92 annually paid quarterly for13 standard wood poles. Councilman Brown made the motion to accept the agreement. Councilman Cook seconded. Motion Carried 4-0-1. Councilman Williams abstained. Cemetery Bid Opening - There were 2 bids submitted. No One Left Behind Lawn Care and Snow Removal $857 per cutting to include all of the requirements listed in the bid. Adair's Lawn Care $1,300 for the Spring cleanup and $775 per weekly cutting with a monthly trim around the bridge at no charge. Town Attorney Lee suggested taking this under advisement until Dave Moore can look at and assess the entirety of the bids.
