1835 <br />March 7, 2023 <br />The Mooresville Town Council met in regular session on Tuesday, March 7, 2023 at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were: President Tom Warthen and Councilmen Greg Swinney, Jeff Cook, and <br />Josh Brown. Town Attorney Chou-il Lee was also present. Councilman Shane Williams attended <br />electronically. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Brown motioned to approve the February 21, 2023 meeting minutes and seconded by <br />Councilman Swinney. Motion carried 5-0. <br />Councilman Brown motioned to approve the minutes of the February 28, 2023 Special Meeting and <br />seconded by Councilman Swinney. Motion Carried 4-0-1, with Councilman Cook abstaining. <br />Unfinished Business— <br />Old Dominion Freight Line Confirmatory Resolution 4-2023 Personal Property. Mike Dellinger with the <br />Morgan County Economic Development Corporation came before the Council on behalf of Old Dominion <br />Freight Lines to thank council members for holding the hearing and considering the request. They <br />anticipate having 172 jobs at this facility, with additional jobs that were indicated in the SB -1. <br />Councilman Swinney made a motion to approve Confirmatory Resolution 4-2023. Councilman Cook <br />seconded. Motion carried 5-0. <br />Councilman Swinney made a motion to close the public hearing. Councilman Brown seconded. Motion <br />carried 5-0. <br />Councilman Swinney motioned to approve Old Dominion Freight Lines Confirmatory Resolution 5-2023 <br />Real Property. Councilman Cook seconded. Motion carried 5-0. <br />Councilman Swinney made a motion to close the public hearing. Councilman Brown seconded. Motion <br />Carried 5-0. <br />Dave Moore recommended that the lawn care service bid be awarded to Adair's Lawn Care. <br />Councilman Cook made the motion to award the bid to Adair's Lawn Care, Councilman Brown seconded. <br />Motion Carried 4-0 -1 with Council President Warthen abstaining. <br />Sharon Taylor, Chairperson, and Regina Shelby, committee member, came before the council to update <br />on what the Mooresville 200' committee has been working on for the 200th celebration in 2024. <br />Sharon Taylor asked the Town to donate an additional $4,200, which would achieve the highest <br />sponsorship level for the 200th celebration year. Regina Shelby requested street closures for the Eclipse <br />celebration on April 5-8, 2024, and presented the department heads approved street closing permit to <br />the council members. Citizens Bank and all parking lots will remain open during the street closures. They <br />have been in contact with the downtown businesses, and there have been no objections to a 3 -day <br />closure. Councilman Williams expressed his support. <br />Councilman Brown made the motion to approve the road closure for April 5-8, 2024. Motion was <br />seconded by Councilman Cook. Motion carried 5-0. <br />Council President Warthen stated there is $5,500 in the general fund line item for town hall promotions. <br />Councilman Cook made the motion to approve the $4,200 donation request. Councilman Brown <br />seconded. Motion carried 5-0 <br />
