April 18, 2023 The Mooresville Town Council met in regular session on Tuesday, April 18, 2023, at 6:30 R M. at the Mooresville Government Center. Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman Shane Williams, Councilman Jeff Cook, and Councilman Josh Brown. Town Attorney, Chou-il Lee was also present. Tom Warthen gave the invocation and called the meeting to order. Motion was made by Councilman Swinney to approve the minutes of the April 4, 2023 meeting and seconded by Councilman Brown. Motion carried 5-0. Motion was made by Councilman Brown to approve the minutes of the April 4, 2023, executive session meeting and seconded by Councilman Williams. Motion carried 5-0. Unfinished Business— Ordinance 3-2023 P.A.C.E. Chief Buckner pulled the request for this until the final audit of the fund can be performed. Sammy L Davis Medal of Honor Way - After some discussion, it was determined that the council could pass a resolution to honorarily change the name of a stretch of road in the town limits without having to change mailing addresses. Town Attorney Lee is willing to reach out to Morgan County to see about extending the honorary naming of the road to the county line. The council came to a consensus of having Councilman Williams continue forward on determining the appropriate name and drafting potential sign designs with Banning Engineering. Ladder Engine Repair Costs - Chief Dalton brought quotes for possible new ladders and repairs. After some discussion of the number and types of vehicles needed, and lead times for new equipment in light of the possible fire territory merger in the future, Chief Dalton stated he would like to move forward with repairing the trucks and continue to look at a possible replacement for the engine with the capital improvement plan calling for purchase in 2026. Councilman Swinney made a motion to have Chief Dalton reach out for additional bids to repair the existing equipment. Councilman Brown seconded. Motion carried 5-0. Fire Department Lawn Mower- Quotes for a new lawn mower were presented to the council. After some discussion about the specifics of each quote, the pros and cons of each mower proposed, and the possibility of using the building structure fund to purchase the mower. Councilman Cook made a motion to move forward with trading in the old mower and purchasing a new one based on the quote from Reynolds's Equipment in Mooresville. Councilman Brown seconded. Motion carried 4- 1. Councilman Warthen opposed it. New Business — Wastewater Bad Debts- Clerk -Treasurer Dianna Wamsley presented the 2021 sewer bad debt write-off request. The increase is partly due to being unable to place a lien on properties during the COVID emergency. Clerk -Treasurer Wamsley stated that the necessary steps have been taken, and there is no expectation that the delinquent final bill accounts will be paid. Councilman Williams made a motion to accept the write-off of $2,876.66 in sewer bad debts. Councilman Brown seconded. Motion carried 5-0. Property Taxes - Council President Warthen gave an explanation of the rise in property tax bills, including the state of Indiana choosing to use cash value rather than assessed values.
