1867 <br />July 3, 2023 <br />The Mooresville Town Council met in regular session on Monday, July 3, 2023, at 6:30 P.M. at the <br />Mooresville Government Center. <br />Town Council members present were President Tom Warthen, Councilman Greg Swinney, and Councilman <br />Josh Brown. Town Attorney Chou-il Lee was also present. Councilman Williams and Councilman Cook were <br />bath absent. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Brown motioned to approve the minutes of the June 201h meeting and seconded by <br />Councilman Swinney. Motion Carried 3-0. <br />Unfinished Business - <br />Public Hearing Confirmatory Resoltion16 - 2023 Ascension Group LLC - President Warthen mentioned two <br />SB -1s for Ascension Group LLC. However, there was a scheduling oversight regarding the SB -1 real property <br />improvements valued at $1,000.000. Town Attorney Lee assured that the necessary ordinance and public <br />hearing publication would be provided to Clerk -Treasurer Wamsley to schedule for the upcoming council <br />meeting on July 18th. There were no public comments. <br />Councilman Brown motioned to close the public hearing, which Councilman Swinney seconded. Motion <br />Carried 3-0. <br />CouncilmanSwinney motioned to approve Resolution 16, 2023, for SB -1 real property improvements <br />valued at $1,300.000. Seconded by Council Brown. Motion Carried 3-0. <br />Councilman Warthen asked Brian Culp from Travelers Insurance about any updates on his proposal since <br />the prior meeting. Mr. Culp confirmed that the insurance quote remains the same. <br />Town Attorney Lee stated that both proposals were reviewed, and Mr. Long's observation was accurate. <br />Selective Insurance policy does have guaranteed replacement coverage. He referred to Exhibit A, which was shared with the <br />council members. Chief Dalton highlighted that the current salary ordinance includes skilled pay rates for <br />wastewater treatment and street department employees, even though those department heads do not <br />require proof of certifications or any documentation of equivalent work experiences to justify the new hire <br />as a skilled worker. <br />Councilman Warthen expressed his opposition to longevity. He mentioned that this incentive was <br />increased for 2023 and was initially intended to motivate current employees to stay committed to their <br />roles within the Town of Mooresville. <br />Councilman Brown motioned to table the lateral transfer position until all council members were present. <br />Councilman Swinney seconded. Motion Carried 3-0. <br />Councilman Swinney made a motion to additional appropriate $250,000 to cover the cost of easements <br />and sidewalks not included in the Community Crossing Grant for the Monroe Street project. The total cost <br />for the easements is estimated at $107,000. Councilman Brown seconded. Motion Carried 3-0. <br />Council President Warthen gave an update on the HVAC proposals. Town Attorney Lee recommended that <br />the committee meet with both contractors. This approach ensures that both contractors can present their <br />proposals and allow for a thorough evaluation before deciding. <br />New Business - <br />The American Legion had applied for a street closure for the Old Settler's parade, using the usual parade <br />route. The application includes all the required signatures from department heads. The parade is <br />scheduled for Sunday, August 6, 2023. Councilman Brown motioned to approve, with a second by <br />Councilman Swinny. Motion Carried 3-0. <br />
