1.8,79 <br />August 1, 2023 <br />The Mooresville Town Council met in regular session on Tuesday, August 1, 2023, at 6:30 p.m. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman <br />Shane Williams, Councilman Jeff Cook, and Councilman Josh Brown. Town attorney Chou-il Lee was also <br />present. <br />Council President Warthen gave the invocation and called the meeting to order, <br />Councilman Brown motioned to approve the July 18, 2023, meeting minutes, seconded by Councilman <br />Swinney. Motion Carried 5-0 <br />Unfinished Business — <br />There were none. <br />New Business — <br />Resolution 19-2023 Declaring Mooresville Police Surplus. Chief Buckner mentioned that the computers <br />marked as surplus will be donated to Mooresville Schools and the Boys and Girls Club. Councilman Cook <br />was assured that the donated computers had undergone a data scrub. Councilman Brown made a motion <br />to approve Resolution 19-2023. Councilman Swinney seconded. The motion carried 4-0-1, with <br />Councilman Williams abstaining. <br />Resolution 20-2023 Approving the Mooresville Public Library's Issuance of Bonds. Diane Huerkamp with <br />the Mooresville Library came before the council to request the council's approval to seek a general <br />obligation bond for needed improvements and expansion to the library. They are not seeking to raise taxes <br />but intend to bond on the current levy. She provided a detailed explanation of the projects that the bond <br />would be allocated for. Jane Herndon with Baker Tilly is serving the library as Bond Council. The plan is to <br />repay within ten years. Councilman Williams made a motion to approve Resolution 20-2023. Councilman <br />Brown seconded. Motion carried 5-0. <br />Ordinance 9-2023 Amending Mooresville Police Fee Schedule. During the first reading of the Ordinance, <br />Chief Buckner explained the need to adjust the fee schedule considering the time required to process the <br />public request for body camera footage. The public hearing for this Ordinance is scheduled for August 15, <br />2023. <br />Department Head Reports - <br />Dave Moore presented the 2024 Community Crossing Grant proposal, including repaving and replacing <br />sidewalks across different parts of the town. During the discussion, Councilman Warthen mentioned that <br />Westbrook Drive had previously undergone repaving. He inquired whether it should be removed from the <br />list. Dave Moore stated that the list of streets cannot be altered once the Grant is approved. <br />Phil Cornelius gave a presentation on the potential implementation of the proposed master plan for <br />Pioneer Park. Matt Saner, the President of the Park Board, updated council members on the board's vision. <br />Phil elaborated on the proposed park improvements, including additional amenities and maintenance staff <br />relocation. Phil is refining the numbers and collaborating with Baker Tilley. Councilman Williams expressed <br />support but suggested involving Baker Tilley to review the expansion plan, aligning with the <br />comprehensive and capital improvement plans. Phil stated that Phase 1 is projected to cast <br />$3,632,773.00, while Phase 2 is estimated at $1,057,326.00. The total investment for both phases is <br />estimated at $4,690,099.00. <br />The restrooms for Old Town Park have arrived and are currently being connected. The pool season ends <br />on August 2nd. Old Settlers vendor booths have been completely sold out, and new mowers are in use. <br />The team is also exploring the potential cost of updating Loco signage throughout the park. <br />Chief Buckner presented an update thatthey have filled their last open position, and the town has received <br />a canine drug dog donated by the Morgan County Sheriff's Department. <br />Legal — <br />There were none. <br />
