August 15, 2023 <br />The Mooresville Town Council met in regular session on Tuesday, August 15, 2023, at 6:30 p.m. <br />at the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, <br />Councilman Shane Williams, Councilman Jeff Cook, and Councilman Josh Brown. Town Attorney <br />Chou-il Lee was also present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Council President Warthen extended condolences to the families of Wastewater Treatment Plant <br />Superintendent Dan Tingle and longtime resident Russ Lambert, who passed away this week. <br />Councilman Brown motioned to approve the August 1, 2023, meeting minutes. Seconded by <br />Councilman Swinney. Motion Carried 5-0 <br />Unfinished Business— <br />Public Hearing Ordinance 9-2023 amending the Mooresville Police fee schedule. There were no <br />public comments. Councilman Swinney motioned to close the public hearing with Councilman <br />Brown seconding. Motion carried 5-0. <br />Councilman Brown made a motion to approve Ordinance 9-2023. Councilman Swinney seconded. <br />Motion carried 5-0 <br />Parks Department Surplus Bid Opening. The bids received are for the John Deere 1600, John <br />Deere 1570, and Kubota ZD331LP. Kyle Vanover's bid came in at $12,500, and the bid from <br />Reyolds Farm Equipment came in at $10,000. Park Superintendent Phil Cornelius mentioned that <br />he is of the opinion that the amount of $12,500 is a fair price for the equipment. <br />Councilman Brown motioned to accept the highest bid of $12,500 from Kyle Vanover. <br />Councilman Williams seconded. Motion carried 5-0. <br />Lateral Transfer Pay - Chief Buckner requested that the lateral transfer officers hired before the <br />lateral pay schedule was implemented would also be impacted. Councilman Cook motioned to <br />make them eligible to receive lateral pay. Councilman Brown seconded. Motion carried 4-0-1. <br />Councilman Warthen opposed. <br />New Business — 10073 N David Ln Sewer Hook on and Super Voluntary Annexation. Mark St. <br />John at 10073 N. David Lane came before the council to request annexation to utilize the Town <br />sewer system. Town Attorney Lee recommended proceeding simultaneously with super <br />annexation and approval for sewer service. There was some discussion about the fees as well as <br />easements needed. <br />Councilman Williams motioned to approve the sewer hook -on pending the super voluntary <br />annexation. Councilman Cook seconded. Motion carried 5-0. <br />Noloxbox - Bridget Morales announced a Narcan training and community awareness scheduled <br />for August 31st. She also asked the Town Council to consider putting up Noloxbox to make Narcan <br />available to the public. There are currently only three Noloxboxes available in Morgan County. <br />The town has no liability as the Narcan administration is covered under Aaron's and Good <br />Samaritan laws. There is no cost to the town for these boxes. <br />
