MOORESVILLE REDEVELOPMENT COMMISSION MINUTES <br />Thursday, <br />Thursday, September 7, 2023 6:OOpm <br />Mooresville Government Center <br />Commission Members present: Brian Culp, Erin Pipkin, Shane Williams, Ryan Taylor and Dana <br />Heidenreich were present. School representative Dr. lake Allen was present. Project Manager Chelsey <br />Manns was present. Redevelopment Commission Attorney Adam Steuerwald was present. <br />Commissioner Taylor called the meeting to order and followed by the pledge and an invocation. <br />Minutes: Minutes were presented from the August 3, 2023 executive session and public meeting. <br />Commissioner Culp made a motion to approve the minutes as presented. Commissioner Heidenreich <br />seconded the motion, which carried 5-0. <br />Financials: Financials were provided by the Clerk -Treasurer's office via email. Commissioner Williams <br />made the motion to approve the financials as presented. Commissioner Pipkin seconded the motion, <br />which carried 5-0. <br />Old Business: <br />Mooresville Business Center Update: Manns shared the shell building deal with Buffers USA closed on <br />August 9`h. $655,573.77 in net proceeds were received by the Commission. <br />Fire Station Update: Fire Chief Dalton requested an electronic sign via email to Manns. After some <br />discussion, it was requested that Chief Dalton request quotes. No update on the station expansion, <br />meeting space or training space. <br />Patel Site Update: Manns shared that she and Attorney Steuerwald have been working for a year with <br />CTC, the developer of the former Patel site. After much discussions on development and the need for <br />corresponding infrastructure, a Build -Operate -Transfer (BOT) option was provided as a procurement <br />method to the Commission for consideration. Commissioner Culp made the motion to appoint Ryan <br />Taylor, Erin Pipkin, Dave Moore and Chelsey Manns to the BOT Committee. Commissioner Williams <br />seconded the motion, which carried 5-0. <br />Declaratory Resolution 2023-4 was presented which amends the economic development plan and TIF to <br />include the former Patel Property. It also adds BOT language to move forward with the BOT. <br />
