%' <br />October 17. 2023 <br />The Mooresville Town Council met in regular session on Tuesday, October 17, 2023, at 6:30 p.m. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman <br />Jeff Cook, and Councilman Josh Brown. Town attorney Chou-il Lee was present. Councilman Shane <br />Williams was not present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Brown motioned to approve October 3, 2023, meeting minutes and seconded by Councilman <br />Swinney. Motion Carried 4-0 <br />Unfinished Business— <br />Ordinance 12, 2023 Final Budget approval. Council President Warthen shared thatthe $12.4 M budget has <br />property tax -driven funds, such as the general, motor vehicle highway, restricted motor vehicle, park, and <br />cumulative capital development funds, which are underfunded by $164,000. The underfunding is <br />intentional because we have specific projects we aim to complete. We plan to cover these expenses using <br />our surplus funds, making it a deliberate one-time expenditure in the 2024 budget. <br />There are other funds, such as riverboat, local option income tax, and gateway maintenance; there is a <br />projected deficit of approximately $620,000 in 2024, but the town has sufficient reserve funds to cover <br />the various projects within those funds. The recurring items in the budget are in balance. <br />Councilman Cook motioned to approve Ordinance 12-2023, and Councilman Swinney seconded the <br />motion. Motion carried 4-0. <br />Ordinance 11-2023 Annexation 10075 N David Ln. The financial impact report indicates that there will be <br />no impact on the town if the property is annexed. Councilman Swinney made a motion to accept the <br />annexation fiscal plan. Councilman Cook seconded. Motion carried 4-0. <br />Councilman Swinney made a motion to approve Ordinance 11-2023. Councilman Brown seconded the <br />motion. Motion carried 4-0. <br />Town Attorney Lee then detailed the final steps for annexing this property following the remonstrance <br />period. <br />Public Hearing Confirmatory Resolution 26-2023 Economic Revitalization Area. Mike Dillinger with Morgan <br />County Economic Development came before the council to support this resolution. There were no other <br />public comments. <br />Councilman Swinney made a motion to close the public hearing. Councilman Brown seconded. Motion <br />carried 4-0. <br />Councilman Brown made the motion to approve Resolution 26-2023. Councilman Swinney seconded. <br />Motion carried 4-0. <br />Parks Superintendent Phil Cornelius came before the Council to discuss the park projects and request <br />approval to spend its capital non -reverting fund near $550,000, which will be their contribution toward <br />the project. Lehman and Lehman will take this project from the concept phase to the bid process. <br />Parks Board President Matt Saner discussed the vision and purpose of the Parks Department and its <br />current and future needs as the department undergoes expansion and improvement. <br />There was a discussion about the advantages of using the non -reverting capital fund versus the food and <br />beverage fund. Using the capital fund will allow the use of the food and beverage fund for future <br />maintenance of the items the capital project is constructing. <br />Councilman Swinney motioned to approve releasing the Park Department Capital Improvement Fund <br />funds. Councilman Cook seconded. Motion Carried 4-0. <br />
