School representative Dr. Jake Allen was absent. Project Manager Chelsey Manns was present. Redevelopment Commission Attorney Adam Steuerwald was present. Commissioner Taylor called the meeting to order and Commissioner Culp followed with an invocation. Main Street Project Design: Mark Butler of Banning Engineering was in attendance to discuss the contract for design, bidding, construction administration and construction observation for the Main Street project. He went over the details of the contract, including the numerous public outreach opportunities for business and property owners as well as the general public. Commissioner Williams asked about the pole on the southwest corner of Main and Indiana Streets. Butler explained there will be a new traffic study completed at that intersection. Should a recommendation for any changes come from that study, the Commission would have to consider what if any change to make and there would be a design change order as the current proposal intends to leave that intersection as is. As a local business owner, Commissioner Williams asked legal counsel if he needed to recuse himself from the vote. Attorney Steuerwald said he did not. After some discussion, Commissioner Culp made the motion to approve the contract as presented including a pop-up event at the December 2023 Victorian Christmas. Commissioner Heidenreich seconded the motion, which carried 4-0. Minutes: Minutes were presented from the September 7, 2023 executive session and public meeting. Commissioner Culp made a motion to approve the minutes as presented with the addition of 'net proceeds' to the section regarding the shell building sale. Commissioner Heidenreich seconded the motion, which carried 4-0. Financials: Financials were provided by the Clerk -Treasurer's office via email. Commissioner Culp made the motion to approve the financials as presented. Commissioner Heidenreich seconded the motion, which carried 4-0. Old Business:
