School representative Dr. Jake Allen was absent. Project Manager Chelsey Manns was present. <br />Redevelopment Commission Attorney Adam Steuerwald was present. <br />Commissioner Taylor called the meeting to order and Commissioner Culp followed with an invocation. <br />Main Street Project Design: Mark Butler of Banning Engineering was in attendance to discuss the <br />contract for design, bidding, construction administration and construction observation for the Main <br />Street project. He went over the details of the contract, including the numerous public outreach <br />opportunities for business and property owners as well as the general public. Commissioner Williams <br />asked about the pole on the southwest corner of Main and Indiana Streets. Butler explained there will <br />be a new traffic study completed at that intersection. Should a recommendation for any changes come <br />from that study, the Commission would have to consider what if any change to make and there would <br />be a design change order as the current proposal intends to leave that intersection as is. As a local <br />business owner, Commissioner Williams asked legal counsel if he needed to recuse himself from the <br />vote. Attorney Steuerwald said he did not. After some discussion, Commissioner Culp made the motion <br />to approve the contract as presented including a pop-up event at the December 2023 Victorian <br />Christmas. Commissioner Heidenreich seconded the motion, which carried 4-0. <br />Minutes: Minutes were presented from the September 7, 2023 executive session and public meeting. <br />Commissioner Culp made a motion to approve the minutes as presented with the addition of 'net <br />proceeds' to the section regarding the shell building sale. Commissioner Heidenreich seconded the <br />motion, which carried 4-0. <br />Financials: Financials were provided by the Clerk -Treasurer's office via email. Commissioner Culp made <br />the motion to approve the financials as presented. Commissioner Heidenreich seconded the motion, <br />which carried 4-0. <br />Old Business: <br />
