January 16, 2024 <br />The Mooresville Town Council met in regular session on Tuesday, January 16, 2024, at 6:30 p.m. at the <br />Mooresville Government Center. <br />Council members present were Councilman Swinney, Councilman Cook, Councilman Brown, and <br />Councilman Witt. Town Attorney Cameron Starnes was also present. Councilman Tom Warthen was <br />absent. <br />Council Vice -President Swinney gave the invocation and called the meeting to order. <br />Councilman Brown motioned to approve the executive session meeting minutes of January 2, 2024 and <br />seconded by Councilman Witt. Motion carried 4-0. <br />Councilman Brown motioned to approve the regular meeting minutes of the January 2, 2024, meeting, <br />seconded by Councilman Witt. Motion carried 4-0. <br />Unfinished Business - <br />Town Attorney Cameron Starnes recommended opening bids for the surveillance and access control <br />project to betaken under advisement. <br />A motion was made by Councilman Brown, with a second by Councilman Witt to take bids under <br />advisement. Motion carried 4-0. <br />Clerk -Treasurer Dianna Wamsley recommended awarding the meeting room recording equipment <br />contract to JAYS, the lowest bidder. She emphasized the advantages of JAVS recording and streaming <br />capabilities even during Wi-Fi outages. Motion carried 3-1. <br />Councilman Cook opposed. <br />New Business — <br />Resolution 2-2024 dedicates a specific section of Monroe Street from Carlisle Street to Main Street, as the <br />Sammy L Davis Medal of Honor Way. <br />Councilman Witt motioned to approve the resolution with a second by Councilman Brown. Motion carried <br />4-0. <br />A Proclamation was presented, declaring February 21, 2024, as Sammy L Davis Day. The Proclamation <br />recognizes Sammy L Davis as a recipient of the Medal of Honor and designates a specific day to honor his <br />legacy and commemorate his dedication and bravery. <br />Councilman Brown motioned to approve the Sammy L Davis proclamation with a second by Councilman <br />Witt. Motioned carried 4-0. <br />
