February 6, 2024 <br />The Mooresville Town Council met in regular session on Tuesday, February 6, 2024, at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, Councilman <br />Jeff Cook, Councilmanlosh Brown, and Councilman Kirk Witt. Town attorney Chou-il Lee was also present. <br />Council President Warthen gave the invocation and called the meeting to order. Councilman Swinney <br />motioned to approvethe minutes of thelanuary 16, 2024 meeting and seconded by Councilman Brown. <br />Motion Carried 4-0-1. Council President Warthen abstained. <br />Unfinished Business — <br />Bid opening forthe Community Crossing Grant match. Motion carried 5-0. <br />Award Surveillance Cameras and Access Control Contract. Phil Cornelius explained the two letters of <br />recommendation received from the department heads. There was a discussion"among the council <br />members regarding the associated costs. <br />Councilman Swinney motioned to table the discussion with a second by Councilman Brown. Motion <br />carried 5-0. <br />Council President Warthen proposed utilizing funds from the unrestricted opioid settlement funds, to <br />cover the expenses with acquiring the Town hall recording equipment. <br />Councilman Swinney motioned to approvethe funding, and Councilman Brown seconded. Motioncarried <br />5-0. <br />Councilman Swinney motioned to appoint Fred Settles to continue representing the police commission. <br />Councilman Cook seconded. Motion carried 4-0-1. Councilman Brown abstained. <br />Council President Warthen mentioned there was only one applicant for the appointmentto the Planning <br />Commission. Bob Curts was deemed ineligible because of Indiana Code restrictions on other boards. The <br />position remains unfilled. <br />Ordinance 1-2024 Amending Salary Ordinance 14-2023. Councilman Brown made a motion to approve. <br />Ordinance 1-2024. Councilman Witt seconded. Motion carried 5-0. <br />New Business — <br />Ann Moore with the Daughters of the American Revolution came before the council to request the <br />ability to replace up to a maximum of 40 banners on High Street. <br />Councilman Brown motioned to approve a maximum of 40 banners along High Street. Councilman <br />Swinney seconded. Motion carried 5-0. <br />
