7 <br />March 5, 2024 <br />The Mooresville Town Council met in regular session on Tuesday, March 5, 2024, at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were: Council President Tom Warthen, Councilman Greg Swinney, Councilman <br />Jeff Cook, Councilman Josh Brown, and Councilman Kirk Witt. Town attorney Chou-il Lee was also present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Swinney motioned to approve the minutes of the February 20, 2024, meeting, and seconded <br />by Councilman Brown. Motion carried 5-0. <br />Unfinished Business— <br />Council President Warthen appointed Mark Mathis to the Morgan County Economic Development <br />Corporation board, recognizing his valuable experience and expertise in this position. <br />Council President Warthen inquired if any members were interested in serving on the Morgan County <br />Economic Development Corporation board. Although no members expressed interest, Council President <br />Warthen expressed interest in remaining on the board. <br />Councilman Brown made a motion that Council President Warthen retain his seat on the Morgan County <br />Economic Development Board. Councilman Witt seconded. Motion carried 5-0. <br />At the request of the Town Council, all companies that submitted bids on the Surveillance and Access <br />Control project were invited to answer questions regarding their hardware and software products. <br />Representatives present were Verkada Systems, APTEX, Security Pros LLC, Mid West Security Services, <br />Koorsen Fire & Security, and Burn Co. Integration LLC. The companies not in attendance were Taylored <br />Systems and CMD Business Solutions. <br />Councilman Swinney motioned to table this for further discussion, and Councilman Brown seconded. <br />Motion carried 5-0. <br />New Business — <br />Resolution 3-2024 Central Indiana Regional Development Authority. The resolution appoints Mike <br />Dellinger as the Town representative, allowing the Town opportunities to access State or Federal funding. <br />Councilman Cook motioned to approve resolution 3-2024 and appoint Mike Dellinger to represent the <br />Town. Councilman Witt seconded. Motion carried 5-0. <br />Merging Spillman Police Records — Mooresville Police Chief Buckner and Josh Messmer with Morgan <br />County Emergency Management appeared before the Council, requesting permission to merge the <br />Mooresville Spillman records with the Morgan and Johnson County Spillman database. This merger would <br />enable all three departments to access as much data as possible. Morgan County will pay a quote of <br />$26,000 for the connection with a monthly access fee of $600 for each department. Mr. Messmer <br />mentioned the GeoBase address upgrade is included and has already been paid for by the county. <br />Councilman Cook motioned to share the Spillman database with a second by Councilman Witt. Motioned <br />carried d 5-0. <br />Street Superintendent Dave Moore appeared before the Town Council to request approval to add two <br />F350 crew cab trucks for $ 59,915 each and one F550 for $79,00. This will replace the 2001 and 2002 trucks <br />that had reached their lifespan. A truck will be assigned to Superintendent Dave Moore, with his current <br />truck becoming part of the Street Department fleet. Discussions were held regarding the intended use of <br />the new trucks and how to mitigate damage from salt. He suggested utilizing the gas, oil, and material <br />fund and the machinery and equipment fund. <br />
