August 6, 2024 <br />The Mooresville Town Council met in regular session on Tuesday, August 6, 2024, at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, <br />Councilman Jeff Cook, Councilman Josh Brown, and Councilman Kirk Witt. Town Attorney Haley <br />Sears was present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />A motion was made by Councilman Brown to approve the minutes of the July 16, 2024, meeting and <br />seconded by Councilman Swinney. The motion carried 3-0. Council President Warthen and <br />Councilman Cook abstained. <br />Unfinished Business: <br />Dean Mayfield presented the new options for the Teledoc policy. The cost for the diabetic option is <br />$69 per month for those who use it. The cost for the hypertension option is $46 per month. If the <br />person enrolls in both programs, the cost is $75 per month. <br />Councilman Cook motioned to add the new options to the Teledoc policy. Councilman Swinney <br />seconded. Motion carried 5-0 <br />Rezone Ordinance 9-2024 W Washington Street. This rezone had a favorable recommendation from <br />the Planning Commission. <br />Councilman Cook motioned to suspend the rules so thatthis could be considered on its first reading. <br />Councilman Witt seconded. The motion carried 5-0. <br />Councilman Swinney made a motion to approve Ordinance 9-2024. Councilman Brown seconded. <br />Motion carried 5-0 <br />New Business: <br />Melody DePoy requested that a 200th event be held on September 29th in front of the Old Town <br />Cemetery, highlighting the contribution of the many churches to the history and future of the Town of <br />Mooresville. <br />Councilman Swinney motioned to approve the use of the cemeteryforthis event. Councilman Brown <br />seconded. The motion carried 5- 0. She will submit the permit for a requested street closure for this <br />event soon. <br />The Mooresville Senior Center has submitted its annual request for the traditional $10,000 donation <br />from the Town of Mooresville, which has been budgeted for this year. <br />Councilman Swinney motioned to approve the request forthe $10,000 donation. Councilman Brown <br />seconded. Motion carried 5-0. <br />Rezone Ordinance 10-2024 for 35 and 41 W High Street. John Larrison came before the council to <br />advocate for a rezone of these tots from R-1 to R-3 to fit the historic use of the property. The legal <br />council recommended submitting separate ordinances for each lot, requestingthe rezoning. <br />Councilman Swinney motioned to considerthisthe first reading of the ordinance. Councilman Brown <br />Seconded. Motion carried 5-0. <br />Department Head Reports: <br />Chief Dalton gave an update on the run stats and inspections from July. He is still awaiting <br />
