Elm <br />August 20, 2024 <br />The Mooresville Town Council met in regular session on Tuesday, August 20, 2024, at 6:30pm at <br />the Mooresville Government Center. <br />Council Members present were President, Tom Warthen and Councilmen Greg Swinney, Jeff <br />Cook, Josh Brown and Kirk Witt. Attorney, Beth Copeland was also present. <br />Tom Warthen gave the invocation and called the meeting to order. <br />Approval of the minutes from the August 6, 2024 meeting — Motion was made by Councilman <br />Brown, second by Councilman Witt to approve the minutes as written. Motion carried 5-0. <br />Ordinance 10-2024 second reading — Rezoning of 35 W. High Street from R-1 to R-3. <br />A motion to approve Ordinance 10-2024 was made by Councilman Swinney, second by <br />Councilman Witt. Motion carried 5-0. <br />Ordinance 11-2024 second reading — Rezoning of 41 W. High Street from R-1 to R-3 <br />A motion to approve Ordinance 11-2024 was made by Councilman Swinney and second by <br />Councilman Witt. Motion carried 5-0. <br />Additional Appropriations — President Warthen presented the need for several additional <br />appropriations due to various equipment purchases and projects. The proposed appropriations <br />are as follows: CCD - $392,000.00, LIT Economic Development - $200,000.00, Riverboat - <br />$100,000.00, Rainy Day - $350,000.00, LIT Public Safety - $330,000.00, and General - <br />$13,500.00. As required by the DLGF, there will be a public hearing at the next meeting. <br />A motion to advertise for a public hearing on September 3, 2024 was made by Councilman <br />Cook, second by Councilman Brown. Motion carried 5-0. <br />Parks Department Land Acquisition — Philip Cornelius, Park Superintendent, approached the <br />Council to ask for funds out of Food and Beverage for the purchase of the Smith property, <br />located at 531 E. County Line Road, containing .377 acres. The Park already owns both <br />properties to the east of the Smith property. There have been two appraisals obtained, they <br />came back as $140,000 and $73,000 making the median price $106,500 and the owners have <br />verbally accepted an offer of $85,000.00. The plan would be to allow the Police and Fire to <br />utilize the existing structures for training and to have them demolished by the end of the year. <br />A motion to approve paying $85,000 for acquisition of the Smith property out of Food and <br />Beverage was made by Councilman Cook, second by Councilman Brown. Motion carried 5-0. <br />Proclamation honoring Darlene Moore—Council President, Warthen read the proclamation <br />honoring Darlene Moore upon her retirement after dedicating 41 years of employment to the <br />Town of Mooresville. <br />A motion to approve the Proclamation declaring August 20, 2024 "Darlene Moore Day" was <br />made by Councilman Swinney, second by Councilman Witt. Motion carried 5-0. <br />Legal Counsel — Attorney Copeland stated that the verbiage on the AT&T Contract that was <br />approved at the last meeting was still being negotiated, but she anticipates having it to Chief <br />
