September 3, 2024 <br />The Mooresville Town Council met in regular session on Tuesday, September 3, 2024, at 6:30 P. M. at <br />the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Greg Swinney, <br />Councilman Jeff Cook, and Councilman Kirk Witt. Councilman Josh Brown was absent. Town <br />Attorney Chou -it Lee was present. <br />Council President Warthen gave the invocation and called the meeting to order. <br />Councilman Swinney made a motion to approve the minutes of the August 20, 2024, Executive <br />Session, seconded by Councilman Witt. Motion Carried 4-0. <br />Councilman Swinney made a motion to approve the minutes of the August 20, 2024, regular meeting, <br />seconded by Councilman Witt. Motion Carried 4-0. <br />Unfinished Business— <br />Ordinance 12-2024 Additional Appropriations would appropriate additional funds fromthe following: <br />CCD $392,000, LIT Economic Development $200,000, Riverboat $100,000, Rainy Day $350,DOO, LIT <br />Public Safety $330,000, and General $13,500. There were no comments from the public. <br />Councilman Swinney made a motion to close the public hearing, seconded by Councilman Witt. <br />Motion carried 4-0. <br />Councilman Swinney made a motion to suspend the rules on Ordinance 12-2024, seconded by <br />Councilman Witt. Motion carried 4-0. <br />Councilman Swinney made a motion to approve Ordinance 12-2024, seconded by Councilman Witt. <br />Motion carried 4-0. <br />New Business — <br />Michelle Lynn, the Student Council sponsor from Mooresville High School, came before the council <br />to request approval of the street closure for the Homecoming Parade on September 27, 2024. The <br />parade will follow the traditional route. <br />Councilman Swinney made a motion to approve the street closure request, seconded by <br />Councilman Witt. Motion carried 4-0. <br />Chief Buckner requests approvalto declare four patrolvehicles, some equipment, and the jail wagon <br />surplus. He is working with the Morgan County Sheriff's Department to reach an agreement to <br />purchase the van and proposed listing the other vehicles on Municibid. <br />Councilman Swinney made a motion to approve Resolution 8-2024, seconded by Councilman Witt. <br />Motion carried 4-0. <br />Department Head Reports - <br />Chief Buckner reported that the interview process for two new hires has been completed. One <br />candidate has received PERF approval, while the department is awaiting a decision on the second <br />candidate. This leaves only one vacancy, but two additional vacancies are anticipated due to <br />retirements after the beginning of 2025. <br />Chief Dalton made the council aware that itwas discovered that the LifePack suffered a catastrophic <br />failure due to moisture on the motherboard. They were able to secure a temporary loan from Brown <br />Township. There is an option to purchase a new monitorfor $45,620. This opportunitywould allow us <br />to buy one with Brown Township's upcoming order, which could streamline purchasing and provide <br />substantial savings. A new LifePack costs $49,643.22, and a refurbished LifePackfrom Strykerwould <br />cost $28,000. <br />
