<br />MOORESVlLLE PLAN COMMISSION <br />MINUTES <br />WEDNESDAY,NOVEMBER 17, 1999 <br /> <br />The Mooresville Plan Commission met Wednesday, November 17, 1999 following the Board of <br />Zoning Appeals meeting at the Mooresville Town Hall due to Thanksgiving Holiday. <br /> <br />Commission members present were: President Joel Beebe, Mike Young, John Ehrhart, Alan <br />Marshall, Andy Pygman, and new member Robert Williamson who replaced Vem Kimmel. <br />Town Attorney, Tim Currens was present. Members Tim Bermett and Charles McGuire were <br />absent. <br /> <br />Motion was made by Commissioner Pygman, second by Commissioner Young to approve <br />minutes of October 28, 1999 meet with rewording on second page of minutes to read -- <br />discharge cannot be allowed to run--. Motion carried 6-0. <br /> <br />The December meeting of Mooresville Plan Commission will be held on December 15, 1999 <br />following the Board of Zoning Appeals meeting, but not before 7:30 P. M. <br /> <br />Findings of Fact for Morgan's Hideaway to be signed by Commission were presented by <br />Attorney Tim Currens. These findings stated Morgan's Hideaway failed to address issues <br />concerning treatment of sanitary waste in a sufficient manner to guarantee there is capacity to <br />serve proposed number of homes on initial plat,failed to provide sufficient infonnation on <br />drainage issues relative to topography of ground, and failed to address issues of health and <br />safety concerning roadways and en~ays. Motion was made by Commissioner Young, <br />second by Commissioner WiI~!fIfo accept findings off act as presented. Motion carried 6-0. <br /> <br />Lance McElroy of C. P. Morgan Company presented final plat approval for the first section of <br />Commons at Heartland Crossing, which is located on west side of Golf Course. They had <br />received preliminary plat approval on August 26, 1999 for 288 lots, this plat has one adjustment, <br />the loss of one lot. Home sizes range from 1800 to 4000 square feet, ranch or two story in the <br />closest area to the Golf course. Away from Golf course the homes would be 1000 to 2300 <br />square feet, ranch or two story. Technical Review committee told them they would need to <br />submit a letter from the county stating county would take ownership of roads after a three year <br />maintainance period or once roads are done to county specifications. Also, a copy of covenents <br />referenced on plat, ratio of floor space to land area making sure 40 % maximum floor area to lot <br />area is on the plat, height ofstructure( two story is not to exceed 40 feet) on the plat, and show <br />location of entry sign or monument in island at northern' end of site with landscaping on plat. <br />Also needed on the plat is a reference to Tri County being owner of property and will maintain <br />the common area (parks). The commission asked about phasing and they answered they hadn't <br />detennined where the breaks were going to be, but would probably be equal in size. Section 1 is <br />72 lots, then probably the rest into 2 sections of approximately 105 homes each. They told the <br />commission this fall they would be moving dirt for Section I and install pipes and utilities then <br />in Spring start building of homes. Phase 2 would begin late spring of 2000 and in the fall of <br /> <br />-. <br />
