<br />MOORESVILLE PLAN COMMISSION <br />MINUTES <br />THURSDAY, JULY 22, 1999, 7:00P. M. <br /> <br />The Mooresville Plan Commission met on Thursday, July 22,1999, at 7:00 P. M. at the <br />Mooresville Town Hall. <br /> <br />Commission members present were: Mike Young, Alan Marshall, Charles McGuire, Andy <br />Pygman, Tim Bermett, and John Ehrhart. BiIl Abbott and Joel Beebe were absent. Town <br />Attorney Tim Currens was also present. <br /> <br />Motion was made by Commissioner Marshall, second by Commissioner Pygman to approve the <br />minutes of June 24,1999. Motion carried 6-0. <br /> <br />Kevin Fleming of the Astronomical Society spoke before the Commission concerning the effect <br />lighting was having on Linc Observatory. He wanted to urge the Commission to adopt lighting <br />standards to cut down on too much lighting. A copy of Ordinances already in place in places <br />such as Kermebunkport, Maine, and Flagstaff, Arizona was left for the Commission to view. <br /> <br />Next, Mr. Barrett, spoke for Casey's General Store, requesting a two lot minor plat approval on <br />Indianapolis Road and Bridge Street, former loca tion of a car wash. The Commission had a <br />question over the exact location of Lot #2 and after much discussion, the plat approval was <br />continued to the August meeting with no new notices or advertising. <br /> <br />.~ <br /> <br />A revision to Flagstaff Lot D-I for Capital Adhesives was to add 1.427 acres to Lot D-1. This <br />was advertised and notices were mailed. The revision met the approval of the Tech Committee. <br />Motion was made by Commissioner Ehrhart, second by Commissioner Young to approve the <br />revision to Lot 0-1, Flagstaff. Motion carried 6-0. <br /> <br />Ross Holloway of Holloway & Associates presented a revision to Lot 4-F SouthBridge Crossing <br />sliding the property line of 4-F south. This was advertised and notices were sent. Motion was <br />made by Commissioner Pygman, second by Commissioner Marshall to approve the revision to <br />include required fire hydrants. Motion carried 6-0. <br /> <br />Jeff Banning of Banning Engineering presented a rezone from Agriculture to PUD-C for Fie1ds- <br />Conduitt property located on Bridge Street and Highway 67. Commissioner McGuire stated the <br />rezone was all that was to be considered tonight and any motion must include another meeting <br />for a Preliminary Plan. The property consists of approximately 23 acres with 30 acres optional. <br />George Smith, a resident of Marley Wood Addition across Bridge Street spoke in favor of zoning <br />, but wants accesses on Bridge Street limited and proper buffering between the development and <br />residential, perhaps 50 feet of mounding. Commissioner McGuire asked how far Conduitt Drive <br />was from Highway 67 and was told approximately 600 to 650 feet. Gene Young, 416 Tulip <br />Drive, asked if a traffic study had been done? He was told Building Inspector Joe Beikman <br />could make a request. Mark Hagelmier, Tulip Drive, spoke of lowered property values and he <br /> <br />~ <br />
