MOORESVILLE PLAN COMMISSION MINUTES
THURSDAY, AUGUST 27,1998,7:00 P. M.

The Mooresville Plan Commission met in a regular scheduled meeting on Thursday, August 27,
1998, at 7:00 P.M. at the Mooresville Town Hall.

Plan Commission members present were: Joel Beebe, Vern Kimmel, Mike Young, John
Ehrhart, Steve Campbell, Tim Bennett, Bill Abbott, Charles McGuire, Andy Pygman, and Town
Attorney Tim Currens. No Commission members were absent.

Ross Holloway of Holloway & Associates and Attorney Ksenak were first on the Agenda with
the Remster Minor Plat tabled from July meeting. Both gentlemen explained requirements had
been met for the minor plat. Motion was made by Commissioner Abbott, second by
Commissioner Campbell to approve the Remster Minor Plat on Indianapolis Rd. Motion was 4-
5. The five Commission members opposed were Young, Ehrhart, Kimmel, McGuire and
Pygman.

'--

Next on the agenda was Attorney Mark Peden representing the Indiana Farmers Union
requesting a change of rezone for 204 East High Street from Res. to B-1. There are two
residences along that side of the street, one is John Herzog who appeared before the Commission
stating he did not want this property rezoned to B-1, and the other is a retired couple up in age
and could not appear before the Commission. The zoning book said nine parking spaces for
17,000 sq. footage of building. For a lot size of 80 x 100 would need 16x20 for parking area.
After much discussion and deciding enough parking area could be made, a motion was made by
Commissioner McGuire, second by Commissioner Kimmel to recommend to the Town Council
to deny this rezone to B-t. Motion carried 7-2. Commissioner Beebe and Commissioner
Bennett opposed.

Ross Holloway of Holloway & Assoc. presented the Ashbury Park request for an amendment to
a Mobile Home Plan. The park is owned by R J Assoc. They are asking for approval of 24
spaces, an increase of 8 spaces for double wides. Problems with the Waste Water Treatment
Plant at the park were discussed. The former certified plant operator has been replaced and
$7,000.00 has been spent on the plant in the past year. Plans are in the works to spend another
$8,000.00 for updating. There was a discharge of flow thru the Ed Bucker Property adjacent to
the park. The flow will now be forced to a lake on Ashbury property and the flow line off
property will be plugged. Upgrades to the pipes and surge tank are being made. After much
discussion motion was made by Commissioner Abbott, second by Commissioner Kimmel for
new prints to be brought to the September Tech Meeting and the September Plan Commission
meeting. Motion carried 9-0.

--

Next, Ross Holloway presented the Merriman property on Highway 67 for rezone to 1-2. This is
160 acres on the corner of Merriman Rd. and Highway 67 South. At the last Plan Commission
meeting an 1-3 rezone was denied. The Comprehensive Plan calls for Industrial zoning.
Residents speaking in opposition of the rezone were: Jim Chesser, William Johnson, Shirley
