M. <br /> <br />The MooresviIle Plan Commission met in regular session on Thursday, August 28, 1997, at 7:00 <br />P. M. at the MooresviIle Town Hall. <br /> <br />Commission members present were: President Joel Beebe, Bill Abbott, Vem Kimmel, Steve <br />Campbell, Mike Young, Tim Bennett, and John Ehrhart. Commissioner Charles McGuire was <br />absent. <br /> <br />Motion was made by Commissioner Kimmel, second by Commissioner Campbell to approve the <br />minutes of the July 24 meeting. Motion carned unanimously. <br /> <br />First before the Commission was the Roy Terrell rezone from B-2 to B-3 for the property on East <br />High Street. Motion was made by Commissioner Abbott, second by Commissioner Campbell to <br />recommend to the Town Council that the zoning be changed to B-3. Motion carned 7-0. This <br />will go before the Town Council on September 2, 1997. <br /> <br />- <br /> <br />Ross Holloway of Holloway & Associates presented the Grandview Section 4 approved PUD for a <br />final plat approval. This is located on the Southeast corner of Hadley and Johnson Roads, 15.7 <br />acres and 33 lots. <br /> <br />Motion was made by Commissioner Young, second by Conunissioner Ehrhart to approve the Final <br />Plat based on the theme that mounding and landscape fence are the same or similar to Johnson <br />Road on Hadley Road and the sewer availability fees are paid. Motion passed 7-0. <br /> <br />Next Ross Holloway presented the Fisher-Perry Southbridge Crossing which was a 4 lot replat of a <br />previously planned minor plat. A resident, Mr. Holder, asked Ross Holloway question concerning <br />environmental issues as to the fill being used. Mr. Holloway explained the materials in the fill and <br />that updated testing has been done. A pennit from the DNR has been issued to fill all the <br />approximately 33 acres. Motion was made by Commissioner Abbott, second by Commissioner <br />Kimmel to grant Final Plat Approval. Motion carned 7-0. <br /> <br />Ross Holloway then presented a Rezone from Agriculture to PUD Residential for property owned <br />by Swinney Brothers. This property is located next to Heartland Crossing. Motion was made by <br />Commissioner Abbott, second by Commissioner Kimmel to recommend to the Town Council to <br />rezone from Agriculture to PUD Residential and to approve the Preliminary Plat with <br />contingencies that 30 % of the houses be 100% brick on groUtld level, and the balance of the <br />houses will have a minimum of3S-40 % brick on the ftont, 20% would have 1400 square feet, <br />with a 1200 square foot minimum. Motion carned 7-0. <br /> <br />__ Next, was a request for a 4 Lot Minor Plat for Gerald Christner. The property is in the Buffer <br />Zone on State Road 144 before Five Points. The entrance road will have to be constructed on <br />Christner's property. Motion was made by Commissioner Abbott, second by Commissioner <br />
