Present were Board Members William Abbott, Joel Beebe,

Tilford Bailey, Dave Barry, Warren Franklin, Steve Edwards, and Chairman Vernon

Kimmel. Also present was the Building Inspector, Joe Beikman and the Board's

Attorney Timothy C. Currens. The Chairman, Vern Kimmel, called the meeting to

order and determined that a quorum was present. The Board proceeded to approval

of the minutes of the prior meeting.

The first item to come before the Board was business from the floor.

Becky Hardin spoke to the Board regarding sidewalks on Memorial Drive around

Newby School and oilier locations in town. She also had a complaint regarding some

trash stored on the corner of property owned by Hosten Bible. She presented

pictures of these areas to be Board. The Board discussed the sidewalk situation

with Ms. Hardin and in particular the applicable ordinances, including the subdivision

control ordinance.

The next item to come before the Board under old business was the three

year maintenance bond from Cloverleaf Enterprises. The Board's Attorney advised

the Board that the three year maintenance bond, running from February 1987

through February 1990 had been received and was being placed on file with the

Plan Commission.

The next item on the agenda was the status of the Katherine Baker House

property at 46 W. Þbin Street. The issue of the zoning of said property was

brought to the Board's attention at the February meeting at which time she raised

the question of the current zoning. She explained that this property had been

used for business purposes since the early 60's and for some reason had been

rezoned residential. The Board's Attorney advised that he had reviewed the

deed and zoning map with WilliamAbbot~ the town engineer and Plan Commission

member who had knowledge of the procedure used for forming the zoning map.
