<br />L <br /> <br />.' <br /> <br />MOORESVILLE PLAN COMMISSION <br />MINUTES <br />THURSDAY, OCTOBER 25, 2001 <br />7:00P.M. <br /> <br />The Mooresville Plan Commission met in regular session on Thursday, October 25, 2001, <br />at 7:00 P. M. at the Mooresville Town Hall. <br /> <br />Commission members present were: Mike Young, Robert Williamson, Robert Corbin, <br />Chris Crouch, Tim Bennett, Jim Bruner, and Andy Pygrnan. Joel Beebe and John Ehrhart <br />was absent. Town attorney Tim Currens was present. <br /> <br />Motion was made by Commissioner Bruner, second by Commissioner Crouch to approve <br />minutes of the September 27, 2001 meeting. Motion passed 7-0. <br /> <br />Motion was made by Commissioner Pygman, second by Commissioner Bennett to <br />change the November meeting to November 15, 2001 and the December meeting to <br />December 20111. Motion carried 7 -0. These changes are due to the Holidays. <br /> <br />First on the agenda, Ross Holloway presented the Charles Roberts 2 lot minor plat that <br />was tabled from the September meeting. He told the commission the driveway permit <br />was applied for and he had a letter to enter into record that stated the permit would be <br />issued as soon as paperwork was completed. Mr. Holloway said he knew there was a <br />neighbor concerned about privacy and he showed pictures he had taken of the tree line <br />from front of property to the back of property. He said there was excellent visibility <br />looking east and west on #144 for the driveway. The depth to with ratio was extremely <br />close to 21/2 to 1 and they could make it meet but would have a funky looking line. <br />Robert Rybolt spoke concerning his main issue of privacy and this was why he didn't <br />want this plat approved. He said it sounded like everything just barely meets the <br />requirements and he said he was concerned about property values. Tom Reigal, 5293 St. <br />Rd. 144, told the commission he had lived there over 30 years and he had seen water <br />standing on this property time after time. Commissioner Crouch commented on the new <br />comprehensive plan saying there was a need for more commercial business that would <br />front St. Rd. 144 and this plat approval would lend to limiting commercial growth in the <br />future. Mr. Holloway told the commission the lot does have significant fall in back and it <br />does meet the requirements. He said the comprehensive plan to the east of 144 does call <br />for low density residential. Mr. Holloway told the commission he was asking for <br />approval as submitted. Commissioner Corbin asked if anybody else had done the math <br />work: on the length to width, he said he got closer to 3 to 1 ratio. Mr. Holloway said they <br />could make the math work: out. They could go to the BZA for a variance and they could <br />make a stipulation to contour the lots for better drainage. He also said they would add the <br />owner's address on the plat. Mr. Reigal told the Commission there was no tile under the <br />existing driveway and Mr. Holloway said if a culvert is required they will do that. <br />Motion was made by Commissioner Bennett, second by Commissioner Bruner to approve <br />plat with the stipulation they would state what they would do for the drainage under the <br /> <br />-..-.--..-- .._--~."---- <br /> <br />~-_._- <br />
