<br />r- <br /> <br />- <br /> <br />, <br /> <br />MOORESVILLE PLAN COMMISSION <br />MINUTES <br />THURSDAY, MARCH 28, 2002 <br /> <br />The Mooresville Plan Commission met on Thursday, March 28, 2002, at 7:00 P. M. at the <br />Mooresville Town Hall. <br /> <br />Commission members present were: John Ehrhart, Charles McGuire, Robert Corbin, <br />Robert Williamson, Chris Crouch, Jim Bruner, and Andy Pygman. Mike Young and Tim <br />Bennett were absent. Town attorney Tim Currens was present. <br /> <br />John Ehrhart sat in as Chairman in Mike Young's absence. <br /> <br />Motion was made by Commissioner Pygman, second by Commissioner Williamson to <br />approve the minutes of the February 28, 2002 meeting. Motion carried 7-0. <br /> <br />First on the agenda, Ross Holloway presented a special exception for Wards to allow an <br />auto sales area in the B-3 zoning on Moore Street. Mr. Ward's son does self-custom <br />Beetles. He doesn't know just where along his bnilding strip he would use. The special <br />exception request has been forwarded from the Board of Zoning Appeals to the Plan <br />Commission to view the impact to the Master Plan. Motion was made by Commissioner <br />Williams, second by Commissioner Bruner to give a favorable recommendation to the <br />Board of Zoning Appeals for a special exception to the Master Plan. Motion carried 7-0. <br /> <br />Next, Ross Holloway presented Hosten Bible's request for a four lot Minor Plat <br />located on State Road 42 ( the area where the block wall and two story building are <br />located). Lot #4 is 8.%6 acres, Lot #1 is 6.797 acres, and Lot #2 and #3 are 2.003 acres <br />respectfully. The existing drive will be used. The soils report has been received, but the <br />soils were poor, no site evaluations received yet. Septic easements for other lots were <br />concluded. A resident living at 180 Banta Road owns property on the lake. He asked if <br />there was a maintenance agreement between the people living on the lake. Mr. Holloway <br />said he could reference an agreement on the Plat. He also said that Mr. Bible will <br />probably set restrictions and covenants. Hosten Bible bought the 20 acres and the house <br />that stays on Lot #1. Motion was made by Commissioner Pygman, second by <br />Commisioner McGuire to approve the plat subject to soil repons for septic and <br />referencing a lake maintenance agreement on the plat. Motion carried 7-0. <br /> <br />Mr. Holloway told the commission he had written a letter and sent plans for Keswick <br />Estates to the County Engineer, Mr. Smith, asking what should be done about the <br />drainage and the roads. Mr. Smith said he did not like stone shoulders on the roads. He <br />thought Keys Road would be ok, but he wanted Bethel Church Road widened by two feet <br />and paved. He pointed out drainage problem areas. Mr. Holloway is asking the Plan <br />Commission to amend the plat from stone shoulders to widen Bethel Church road two <br />feet with four feet of asphalt and grade up shoulders and reseed.
