<br />MOORESVILLE PLAN COMMISSION <br />MINUTES <br />THURSDAY, OCTOBER 24, 2002, 7:00 P. M. <br /> <br />The Mooresville Plan Commission met in regular session on Thursday, October 24, 2002, <br />at 7:00 P. M. at the Mooresville Town Hall. <br /> <br />Plan Commission members present were: President Mike Young, Andy Pygman, Jim <br />Bruner, Chris Crouch, Robert Williamson, John Ehrhart, and Robert Corbin. <br />Commission members Tim Bennett and Charles McGuire were absent. Town attorney <br />Tim Currens was present. <br /> <br />Motion was made by Commissioner Williamson, second by Commissioner Bruner to <br />accept the minutes of the September 26, 2002 meeting. Motion carried 7-0. <br /> <br />First on the agenda was Banning Engineering with a request by Mooresville Partners to <br />replat Lot I at Town Center. Larry McIntire from Banning Engineering presented the <br />petition. Mr. McIntire introduced Chance Felling as the person constructing the motel. <br />This is a Quality Inn motel with sixty four units. Forty nine queen/queen size units and <br />fifteen suites. The paved area and drainage that ends at Steak and Shake will be extended <br />to the motel. The motel will face south with parking in the front and on the east side. <br />The entrance is off Town Center Road. Commissioner Young told the petitioners he was <br />hesitant to approve because a northbound exit was needed on to Highway 67 and he had <br />received a lot of calls about the traffic load. Mr. McIntire said the INDOT decision was <br />out of his hands. Building Inspector Joe Beikman told the commission he wanted <br />stipulations concerning the brick if they decided to approve the PUD modification and <br />the motel. Mr. Felling said the motel was three stories high and they would brick the first <br />story and put drivit or vinyl on the two upper stories. He said he didn't like to use drivit <br />because it didn't hold up as well as vinyl. He said after three years the drivit became soft. <br />Commissioner Crouch asked if they would use the heavier gauge weight vinyl. Mr. <br />Felling agreed. Motion was made by Commissioner Bruner, second by Commissioner <br />Pygman to approve the PUD modification for Lot I Town Center for a motel with the <br />stipulations of brick on the first floor and a heavy gauge of vinyl on the two upper floors, <br />sewer fees paid and road bonded. Motion carried 7-0. <br /> <br />John Larrison from Holloway & Associates presented a request for a two lot minor plat <br />for John and Mildred Curtis located at 13127 Western Road. Lot #1 will be four acres <br />and Lot #2 will be one acre. Septic permit has been turned in. Water service will be Hill <br />Water Company. The tech notes listed a length to depth ratio problem. John Larrison <br />said the plat does have two lots on five acres and the owner did not need more than one <br />acre on the one lot. He said this was in the Walter F. Owen subdivision and the lots on <br />the original plat did not meet length to width ratios. The entry is to be on Western Road <br />and they will be getting a driveway permit. Mr. Larrison said they do not foresee a <br />problem because Western Road is flat and the sight distance is good. Commissioner <br />Pygman told the commission he and Commissioner McGuire had driven out to see where <br />
