<br />MOORESVILLE PLAN COMMISSION <br />MINUTES <br />THURSDAY, DECEMBER 12, 2002 <br />6:30 P.M. <br />MOORESVILLE TOWN HALL <br /> <br />The Mooresville Plan Commission met on Thursday, December 12,2002 at 6:30 P.M. at <br />the Mooresville Town Hall. <br /> <br />Plan Commission members present: President Mike Young, Chris Crouch, John Ehrhart, <br />Andy Pygman, Robert Corbin, Robert Williarnson, Jim Burner, Charles McGuire and <br />absent was Tim Bennett. Mr. Tim Currens, Town Attorney, was present. <br /> <br />Motion to approve the minutes for the November 14, 2002, as corrected was made by <br />Commissioner }~r, second by Commissioner Crouch. <br /> <br />First on the agenda was Mr. Larry Long, 1270 Blackwood Ct., requesting a two lot Minor <br />Plat and a Rezone from R-I to B-1 & R-2 for property at 32 E. High Street, which was <br />postponed at the November 14, 2002 meeting <br /> <br />Mr. Long stated he had added the green space that Mr. Ehrhart spoke about at the <br />November meeting. The rezone to B-1 on lot #1 is where he is planoing on putting his <br />office. He has plotted out ten parking spaces and with the green space around the <br />property, along with the green space for the duplex as was requested at the November <br />meeting. <br /> <br />Mr. McGuire had a concern about what is happening because this is not a legal two lot <br />minor plat. A lot is an area of ground that abuts a street, so this canoot be called a two lot <br />minor plat, because one lot does not abut a street. He concerned about where do we stop <br />putting houses in people's back yards. He stated that is why we have zoning ordinances <br />to protect the neighbors, neighborhood and the Town of Mooresville. He does not feel it <br />is correct to be putting houses in back yards. <br /> <br />Mr. Young stated so that everyone was clear on what Mr. Long was proposing was to use <br />the existing house as his office on a 6,000 sq. ft. lot and the duplex would be built on the <br />other lot which is about 10,000 sq. ft. He asked Mr. Long if he felt if his duplex would <br />add to the value of the property in the area. <br /> <br />Mr. Long stated that the property to the west of his has an office building and a four-unit <br />apartment building. He stated that going down Broad Alley some of the properties are <br />very poorly maintained in that area. He felt that the improvements of his property might <br />encourage others to clean up the area. Mr. Young asked Mr. Long to share some details <br />about the duplex he is planning on building. Mr. Long said if would be a one story <br />duplex with red brick to coordinate with the brick on the original house in the front, with <br />an offset porch in the front and back. <br />
