<br />MOORESVILLE PLAN COMMISSION <br />MINUlES <br />THURSDAY, FEBRUARY 27, 2003 <br /> <br />The Mooresville Plan Commission met in regular session on Thursday, February 27, <br />2003, at 6:00 PM. <br /> <br />Commission members present were: President Mike Young, Chris Crouch, Tim Bennett, <br />Jim Bruner, Troy Bryant, Charles McGuire, John Ehrhart, and Robert Corbin. Robert <br />Williamson was absent. Town attorney Tim Currens was present. <br /> <br />A motion was made by Commissioner Bruner, second by Commissioner Ehrhart to <br />approve minutes of the January 23.2003 meeting. Motion carried 8-0. <br /> <br />Town attorney Tim Currens reported to the commission that he had talked to Mr. Carr's <br />attorney and advised her that in his opinion the meat processing was not an agriculture <br />zoning, that they were processing meat from outside the premises, people were bringing <br />the deer meat to him and for that reason they were in violation. He advised her the <br />processing needed to cease and he advised Building Inspector Joe Beikman of the sarne. <br /> <br />Second on the agenda was Brad Ott, Main Street Engineering, requesting a two lot minor <br />plat for Gayle Walton. The property is located at 605 E. Keller Hill Road. Ms. Walton <br />currently lives in the house on the property. The plan is to carve out seven acres where <br />the current house and barn are located and sell them and she will build a new home on <br />Lot 2, which will be fourteen acres. Commissioner Tim Bennett asked where the <br />proposed new driveway was located. Mr. Ott said the driveway would be east of the <br />existing driveway, located on lot 2. He informed the commission a permit from the <br />county had been received for the driveway. Motion was made by Commissioner Crouch, <br />second by Commissioner Corbin to approve the two lot minor plat. The motion carried <br />unanimously. <br /> <br />Next, Ross Holloway of Holloway and Associates, presented a request for a four lot <br />minor plat on Rooker Road owned by the Stauffers. The property includes five acres <br />located 1A mile west of the Rooker Road and Dayhuff Road intersection. Mr. Holloway <br />told the commission they have the soil evaluations, but they didn't have a septic permit or <br />a driveway permit. A letter was entered into the file from Robert Giger, which included <br />pictures of water standing even in a dty season. Commissioner Crouch asked if the water <br />issues could be addressed. Mr. Holloway said he would be glad to look at them. Some <br />existing issues might have to be addressed. Max Jenkins, 10041 North Rooker Road, <br />showed the commission pictures and listed concerns of water, septic, and general change <br />of the area. He told the commission that surface water cuts across the back of his <br />property, then the driveway on the next section of land, and thru to the proposed minor <br />plat parcel. He said the neighbor's road washes out in the dty season, and that the water <br />comes from a spring. He told the commission that any change in the topography would <br />have drastic consequences for his home. It was built in 1993 to the code of the county. It <br />
