<br />MOORESVILLE PLAN COMMISSION <br />MINUlES <br />THURSDAY, APRIL 22, 2004 <br /> <br />The Mooresville Plan Commission met on Thursday, April 22, 2004, at 7:00 P.M. at Mooresville <br />Town HaIL <br /> <br />Commission members present were: Chairman Mike Young, Jim Bruner, Chris Crouch, Robert <br />Corbin, John Ehrhart, Charles McGuire, Troy Bryant, and Robert Williamson. Tim Bennett was <br />absent. Town Attorney, Tim Currens was present. <br /> <br />A motion was made by Commissioner Ehrhart, second by Commission Crouch, to approve the <br />minutes of March 25, 2004. Motion carried 8-0. <br /> <br />First on the agenda was Holloway Engineering representing C & H Construction, LLC, <br />requesting a Plan Unit Development on Bridge Street, which was continued from the March 25th <br />meeting. Tonight they have a different proposal. The Board has approved similar projects for <br />this property twice before, once in 1998 46-rental building, consisting of 92 rental units and in <br />2001 proposed a condominium project containing 98 units. The configuration was very similar <br />to one they are now proposing, with two exceptions. Tonight they are proposing 44 building <br />with 88 units on 44 lots and would be a condominium project. Mr. Holloway went through the <br />attached development standards and home features. He said their units will have 6/12 pitched <br />roofs, brick to the eave line, concrete driveways and attached garages. There will be a retention <br />area for storm water drainage consisting of about two acres and there will be approximately one <br />acre of water. The street names will be Amberwood Drive and Goldenwood Circle, with a cul- <br />de-sac and eyebrows to give the community some character. Commissioner Ehrhart asked if the <br />sidewalks would extend out onto Bridge Street and Mr. Holloway said they would. He said the <br />sidewalks would go all the way to the property lines. Commissioner Young asked about the <br />green space between the driveways and Mr. Holloway said there probably would not be any, <br />unless they built larger units. He asked how they could change the elevation to make the units <br />look different and Mr. Holloway said with the larger units they could try to change the look with <br />landscaping. Mr. Young stated he understood that the garages in the center separated the units <br />and Mr. Holloway said that was right and that they have looked at some plans with the garages <br />on the outside and different things in the center. Mr. Ehrhart asked what the eaves would be <br />made of and Mr. Holloway said they would be aluminum for the maintenance free issues. He <br />said the gable ends would be made from hearty plank or something similar to that, but not <br />aluminum or vinyL Commissioner Bryant stated that since the approval of the two other <br />projects for this property, the Board has approved Jamestown Settlement and Lakeside Common, <br />which are in their beginning stages. The picture he has shown is very similar to the structures <br />out at Village Condominiums and they have not had success in selling them. He wonders how <br />many of these can the area have before the area becomes saturated and Mr. Holloway said that <br />was a marketing issue and that they have this divided into four phases. He feels this is an issue <br />for the developer. Mr. Ehrhart asked at what point would they be submitting the landscaping <br />plan and Mr. Holloway said they could submit prior to or with the final plat approval. Phase One <br />is the predominate part of the landscaping, with the mounding and the island in the center of the <br />entrance. The entrance has been widened out to allow for the island to be twenty feet wide, <br />
