<br />MOORESVILLE PLAN COMMISSION <br />MINUTES <br />THURSDAY, SEPTEMBER 23, 2004 <br /> <br />The Mooresville Plan Commission met on Thursday, September 23,2004, at 7:00 P. M. <br />at the Mooresville Town Hall. <br /> <br />Commission members present were: Chairman Mike Young, Robert Williamson, <br />Charles McGuire, Jim Bruner, Troy Bryant, and Robert Corbin. Tim Bennett, John <br />Ehrhart, and Chris Crouch were absent. Attorney Tim Currens was present. <br /> <br />A motion was made by Commissioner Bruner with a second by Commissioner Bryant to <br />approve the minutes as amended (page I, paragraph 4, change soft to soffit and page 2 at <br />the bottom of the page delete 'not'.) Motion carried unanimously. <br /> <br />First on the agenda, Mark Peden from Foley, Foley and Peden with a request for a rezone <br />from B-3 to Ag-I at 5121 East North County line Rd. for a Karen Hancock. At one time <br />Mr. Hancock had developed a screen print business and built a building on two acres that <br />was zoned to a B-3. Since then the parties have divorced. Karen Hancock is a nurse for <br />Chrysler and is concerned she could have to sell the property, so she wants all ten acres to <br />be zoned Agriculture. Commissioner McGuire made a motion with a second by <br />Commissioner Corbin to give a favorable recommendation to the Town Council to rezone <br />the two acres from B-3 to Agriculture. Motion carried 6-0. <br /> <br />Next, Ross Holloway of Holloway Engineering presented a re-plat of Lots 4F and 4G at <br />Southbridge Crossing for TKC Properties. Lot 4F-I is a little over an acre and already <br />has a building on it. Lot 4F-2 is .775 acres. TKC Properties is selling this lot and they <br />want a common wall agreement. Attorney Currens said a common wall agreement was a <br />common thing to do. Commissioner Bryant asked if the appearance of the building <br />would be the same or different from the adjoining building. Ross Holloway said there <br />was a franchise business going in. Commissioner McGuire made a motion with a second <br />by Commissioner Bryant to accept the re-plat. Motion carried 6-0. A motion was made <br />by Commissioner McGuire with a second by Commissioner Bruner to appoint Robert <br />Williamson Secretary just for tonight to sign the re-plat since John Ehrhart was absent. <br />Motion carried 5-0. <br /> <br />The Plan Commission discussed the septic ordinance. Commissioner Bruner had a <br />suggestion that if there were an alternate site, it would be preserved and not built over. <br />The Commission also thought they needed something to cover the potential of a house or <br />building being built onto. Ross Holloway said an easement is needed around the septic <br />field, because the soil can't be disturbed at all. He also said there is technology out there <br />of all kinds that could possibly be used.
